Recreation Commission Meeting <br />September 8, 2003 <br />Page Ten <br /> <br /> <br /> <br />Program Discounts <br /> <br />Mr. Kelley asked if the Commission would bring up the program discounts at the Rec Center. <br />Mr. Jesse asked that that matter be discussed at the next meeting. <br /> <br />OLD BUSINESS <br /> <br />Cash Flow Analysis <br /> <br /> <br /> Attached hereto as Exhibit D is the Cash Flow Analysis for the Parks and Recreation Department <br />prepared by Mr. DiSalvo and his staff. Mr. DiSalvo affirmed that this form will be standard for <br />the year 2004 as well as the remainder of 2003. All will be done one page, including total <br />revenue and total expenses, and finally the net income, for at-a-glance convenience. The <br />following page shows Rec Department income cash flow in depth for all departments. The third <br />page is true to form right now but is broken down into each category and, going back to the first <br />page, the numbers plug in for comparison. Mr. Jesse noted that there will be sometimes when <br />there are expenses twice a year. Mr. DiSalvo said that there will be breakdowns each month in <br />2004 so that there will be a good overview of when the peaks and valleys exist. Between now <br />and the end of December working with Barbara and Linda, all will be set. Managing will be a lot <br />easier. To take this one step further, each department: Aquatics, Tennis, Gymnastics, Rink, and <br />Rec Programs will have their own budgets to follow as well. They will know where their payroll <br />is going and what they’re generating as far as income. Mr. DiSalvo stated that he’s looking <br />forward to getting back on track with the Cash Flow Analysis. Ms. Hayes asked for comments; <br />Mr. Baxter and others replied that the new Analysis is great. <br /> <br />Basketball Courts <br /> <br /> <br /> Mr. DiSalvo stated that, as far as the basketball courts are concerned, whatever specs the City <br />wrote, the contractor will not put his name on them because they are not right. A two inch <br />asphalt cover is not going to work. The contractor is working with Tom Stein. Three sections <br />of the courts have been cut out so that he could see what was underneath them. Depending <br />what’s underneath, the Contractor may be able to use whatever is there, grind it up and get a <br />new surface. Basically, the courts need to be re-graded. His report should be ready by <br />Wednesday or Thursday of this week. If the current base will be reusable, it will be great. Mr. <br />Jesse added that the size was accommodated to account for a three-point basketball shot, and <br />curbs were taken out. Way back, the curbs were used to accommodate an ice rink. Ms. Hayes <br />asked if the drainage would be an issue. Mr. DiSalvo said that drainage would be installed. Mr. <br />Baxter asked if the basketball courts will be done this year. Mr. DiSalvo said that he is hoping <br />that this one major project will be complete in 2003, and there will be two fences removed, north <br />and south. Mr. Baxter asked about the path that runs around the park. Because of the <br /> condition of the parking lot, it will be hard to work on the path before the lot is repaired. <br />Page 10 <br /> <br />
