Ms. Drenski explained that there are two major expenses this year that will deplete most of
the Capital Improvement fund. The roof situation is beyond patching and will be in need of
replacement. The rink, pool and tennis roofs are in good shape, however the flat roof between
those areas is in very bad shape. A through evaluation is pending for spring. The other issue is
the pool APR system which circulates and heats the air and controls the humidity. The unit that
is available now is much more economically and cost effective compared to the unit we currently
have. We are looking to have it installed in August when we annually shut down the pool for
maintenance.

Mr. Kearney commented that we are eligible for a grant from the County in the amount of
$65,000 to have an energy saving audit for all City buildings. Ms. Drenski is aware of the
grant and will look into whether or not a portion of those funds can be used to have a thermal
scan of the roof to help identify the areas in need of repair.

Ms. Drenski mentioned there are also problems with the Tennis heater. There are two units
that were put in five years ago, one is currently shut down. We cannot get the parts needed for
repairing the heater until March. Also, there are seven compressors in the rink running now out
of eight. We have money in the Casualty Loss fund that was the result of an insurance claim last
year. These funds will be used to replace the eighth compressor.

Ms. Drenski noted that there are funds from Issue 34 that will be made available for the Recreation
Center and that she has submitted a list of improvements that are needed. The improvements will
be based upon the amount of money allocated to the Center.

In regards to the annual operating budget Ms. Drenski stated that there have been numerous
improvements made throughout the building. The former Pro Shop which is now the Arts and
Crafts room has been renovated by painting, removal of a wall, new flooring and ceiling tiles.
The room is now able to function as an additional meeting room, classroom and can also be
rented for other events. The windows have been covered to match the multipurpose room for
privacy for classes such as exercise and yoga. The pool guard room has been renovated and
is now the new family changing room. The old family changing room is now the new pool
meeting/birthday party room which is much larger and better situated. Concerning the Aquatic
supervisors office it is very small and the location poor, so the old pool meeting room is being
renovated into two rooms. One will be an office for Ms. Figueira and the other a small meeting
room and/or viewing room. The front desk area has been painted and new carpet installed. It
has also been enlarged with the removal of the counter.

Mr. Kearney commented that the Recreation Commission meetings are much more informative
than in the past and is happy to see all the improvements. Mr. Ruggles said he is in the building
on a daily basis from November through February and everything looks a lot better.
