CITY OF NORTH O STED Minutes <br />CIVIL SERVICE COMMISSION August 25, 1983 <br />NORTH OLMSTED, OHIO <br />Under both the Ohio Revised Code and the North Olmsted City Charter, <br />the City of North Olmsted is responsible for the selection of the <br />Commission and the funding of its operations. In both areas, the <br />tD <br />School Board has neither jurisdiction nor responsibility. The <br />Commission secretary pointed out, however, that the Ohio Revised <br />Code does provide for expense sharing under Section 124.54. This <br />section states that the Board of Education in the form of a resolution <br />can submit funds to the city Finance Director in the amount that <br />would reflect the proportionate ratio between the number of the school's <br />Civil Service Employees and those of the city. Most School Boards, <br />however, are reluctant to employ this option because the proportion <br />their <br />of cost is -usually less than the ratio of Civil Service Employees <br />would indicate. The suggestion was made that the cost of the Postal <br />deposit box,as well as a portion of the secretarial salary,might be <br />requested of the Board to more equitably deal with the rising costs <br />of Civil Service operations which deal with both the school and the <br />city governments. <br />Mrs. Bahas stated that with the increasing complexity of handling <br />the hundreds of applications and accompanying letters and forms for <br />the various tests,one hour per weekday or the ten hours upon which her <br />bi-monthly <br />salary is based,is totally unrealistic. This suggestion regarding <br />the School Board to pay a share of the secretarial services would <br />enable a more realistic recognition of the hours needed to <br />perform the job. It would also keep additional costs to both <br />governments at a fair, but minimal.level. <br />
