CITY OF NORTH OLMSTED Minutes <br />' <br />CIVIL SERVICE COMMISSION August 25, 1983 <br />NORTH OLMSTED, OHIO <br />Old Business <br />Charter Revision and Update <br />1) Wage Disparity within clerical classification. . <br />Commission members and guests were given copies of the <br />clerical job descriptions, present salary schedules, <br />and seniority status of the city's classified clerical staff. <br />Chairman Roger Alexander addressed the issue of rather large <br />wage differences within the classification of the clerk -typist. <br />Following a lengthy exchange of information, the con -census <br />seemed to be that none of the directors felt their staff <br />was over paid, but that in the majority of cases, many of the <br />employees were not being paid in accordance with the <br />responsibilities of their jobs. Pair. Boyle and Mr. Gareau <br />felt their staff was entitled to a salary range which <br />reflected the additional bookkeeping and/or computer skills <br />required of their positions. Chief Taylor believed the stress <br />factor, the confidentiality requirements, and the necessity <br />for working on holidays and often rotating shifts were all <br />factors above and beyond the normal routine of the average <br />clerk -typist reflected in the pay schedule. <br />Mr. P•etre protested the Commission's dealing with this issue <br />on the grounds that only Council have the right to deal with <br />salary. Mrs. Bahas informed Mr. Petre that City Law Director <br />Michael Gareau had been invited and did attend the Civil <br />Service meeting of May 26, 1983, to address this specific <br />issue. It was Mr. Gareau's opinion that the Commission was <br />obligated under the City charter, Article 6, Section 3, Duties <br />paragraph, Page 18, which states "and for standardizing <br />positions . . . " to pursue whether the salary schedules <br />reflected a consistency within the classifications. <br />The Commission Secretary also pointed out that the Ohio Revised <br />Code, Section 124.14, Paragraph A and Paragraph E support and <br />expand the Charter provision. Chairman Alexander responded <br />that the Commission had no intention or desires to determine <br />wage levels, which was the exclusive right of Council, <br />but did indeed have the duty to see that the wage structure was <br />in accordance with the requirements of Civil Service Laws. <br />With this in mind, the Commission did have the obligation to <br />establish a classification structure that insured workers within <br />each classification of a fair and equitable basis upon which <br />Council could determine pay scales. <br />
