Discussion continued. <br />Chief related that the form was free to use and no copyright would be <br />violated. <br />Chief Marsh thanked the commission for their time and exited. <br />Mr. Wendt addressed Chief Van Kuren next and stated that the two things <br />the commission wanted to bring up was to make sure that both the Fire <br />and Police Departments were in unison in endeavoring to standardize. <br />Wendt reiterated the combining of the clerks and dispatcher tests and <br />then proceeded to repeat his initial thought expressed to Chief Marsh. <br />Chief Van Kuren mentioned that there may be someone on the general list <br />who may particularly want to be a Police Dispatcher or Fire Dispatcher <br />and further discussion ensued. Chief stated that they could be handed a <br />piece of paper acknowledging the fact that they were not interested in <br />the present job proposal but wanted to remain on the list. Mr, Wendt <br />stated that the intention of the commission was to cut the cost of the <br />exams, Madeline stated that it was the intent not only to cut costs but <br />to standardize the position. Mr. Wendt related that there might come a <br />time when Central Dispatch, approved by Council, may become a reality, <br />especially with 911. Chief stated he would be interested in seeing how <br />the questionnaire works out in the Police Department with the hope of <br />incorporating it into his testing process. <br />Chief Van Kuren continued with the new guidelines with repect to <br />discrimination. Our present application for employment has been <br />checked out with the law director after Madeline submitted the form used <br />by her employer, the County Library. More discussion followed. <br />Chief Van Kuren excused from meeting. <br />Mr. Ed Boyle, Finance Director, came before commission: <br />Mr. Wendt stated that the finance director was here to discuss the <br />personnel in his department with respect to classification. <br />Mr. Boyle: The finance departmnent has three (3) employees; two <br />secretaries and a clerk. No job description covers a bookkeeper, data <br />processing input. Upon questioning he stated that the two secretaries <br />and the clerk do bookkeeping. It doesn't make sense. Madeline inquired <br />if they all do the same work? Boyle stated that he has it seperated. <br />Very little secretarial work is being done, in fact, he types most of <br />his own letters, and he would rather have them work on the books. There <br />is not much secretarial work to do. For the last seven years the <br />secretary takes care of accounting, bank balances, etc. The .secretary <br />for accounts operations takes care of payroll and the clerk takes care <br />of checks, disbursements and most of the data input. All of them have <br />data input, The secretary of accounts of operation is the one that is <br />"named" Asst. Finance Director. The reason for that is the Asst. <br />Finance Director can sign a check if he is not there. She does wear the <br />title, but it is not that she is my assistant, as there is no value in <br />being an Asst. Finance Director, Xadeline inquired if they all filled <br />in for one another, do they all know how to do the same things, <br />
