a
CIVIL SERVICE MEETING - 3/24/$8
Page#6
indicated here we recommended the one we are presently using, about 6
years ago, and it's up to about $40.00 a candidate and normally,
according to Peg, we we would do 10 to 12 applicants at a time..
(to condense - non -verbatim transcript follows)
Chief Marsh related he talked to the police chiefs in some of the
surrounding cities have started using local psychologists for this test.
The computer printouts, although being valid, received from the present
company appear all the same to him, they all sound like the same
candidate. Whereas if you go to a person you get the sit down, one-on-
one evaluation. Madeline; Inquired about getting a written report.
Chief: You get a written report back and it will say he is
psychologically fit to do the duties of a police officer. Chief talked
to the psychologist used by a number of cities, by the name of Ellis, he
charges for the two written tests, the psychological interview and the
report that follows with his recommendations $250.00, obviously a lot
more than the $40.00. Once we get three candidates from the civil
service list, who passed the written and agility examination, we will
then proceed to do the background and the polograph. Once that is
completed we will select a candidate for the psychological. If he
successfully passes that then we will send him for the medical
examination. Then he would be appointed. We may end up testing just
the one or if he didn't work out, two would be tested. I think we would
not end up spending more, but would get back a more comprehensive
report. Credibility factor questioned by Mr. Wendt and Chief assured him
that the people he talked to were extremely pleased with this testing.
Chief related that this psychologist will come out and give a solid
recommendation. Madeline questioned where he was located. Chief
answered he was in Brecksville. Mr. Wendt related he had no problem
with this proposal. Madeline agreed it was worth a try. Wendt: After
we do the test and you get the top 25 who passed the test and send you
the top 3, will the contact with the psychologist be through you, or
through us, or how does this work? Marsh: Stated he could handle it.
Madeline asked the chief to let the commission know, after they tried
it, how well they liked it. Madeline stated that the thinking is that
this is to be used on a trial basis, and if it didn't work we could go
back to the former company, or find a third alternative.
Chief Marsh stated the second item he would like to inquire about was in
relation to the Personal History Questionnaire (civil service has a
copy). Chief feels this is very comprehensive. Chief elaborated on
this questionnaire. This is just a background questionnaire. This form
was .sent to the chief out of the Columbus Police Department.
Commissioners took some time out to review this form. Chief related
also that it would save the department detectives a great deal of time
in asking all these questions. Chief said this form would go home with
the applicant. Wendt felt there was no problem on his part re this
form. Madeline inquired about the disqualified candidates and when
notified what was their reaction. Chief sends a letter recommending
