Boyle answered they all have a primary <br />responsibility and anyone can move to another area, take a little bit of <br />refresher of the job and perform. Madeline inquired if the title of <br />"Accounting Clerk" might be appropriate for the three of them? Boyle <br />stated he was looking more at bookkeeping, accounting tends to state <br />something else. It would be best to have the two secretarials become a <br />Bookkeeper I and the clerk Bookkeeper II. Be can bring someone in with <br />a minimal amount of background doing utilities, data input, etc, and <br />work them into the expertise of what they need to know to fill in for <br />the others. Two of these positions are equal. The two were presented <br />earlier in his letter as "A" and "B". Madeline stated, in her <br />organization if you were at level 1 as a secretary that is the lowest <br />level and you can go up to Secretary II, III, or IV. The higher and more <br />specialized your position the higher the number. You can be a Clerk I <br />or one who supervises can be called the "Lead Clerk", so perhaps what <br />you are really saying is Bookkeeper I would be the more clerical person <br />and the other people would be Bookkeeper II that would be up a step on <br />the ladder and have a little more specialized background, Boyle related <br />he would like the lower level person to have some schooling and/or <br />experience, but the higher level one needs the experience, someone who <br />has some "hands-on" knowledge. The clerk he can work in as long as they <br />have some basic knowledge; if they took bookkeeping in high school. But <br />the other two would be doing a lot of different things. reconciling, <br />etc, Presently all three of them can do that as they have been with me <br />for seven years. I may be rehiring, as I may lose one due to pregnancy, <br />namely, the secretary, and may not come back. I would offer that <br />position to my clerk. But if the clerk did not want that position for <br />Nome reason, and there is a definite reason, she is not covered by the <br />Union or Civil Service, this particular one is a single parent and <br />security means a lot. Madeline inquired about pay range, and stated if <br />we made a change it would be changing the name of the job but would not <br />be altering the responsibilities. Presently the secretary does not have <br />to know anything about bookkeeping, and right now his secretary doer, <br />and the secretary is of his own choosing so she will. My secretary of <br />Accounts Operations falls under Secretary for all purposes. She does <br />not have to be classified as a Secretary, it is an extremely important <br />position and does have to know bookkeeping. The commissioners inquired <br />of Boyle what he wanted from the commission. Boyle stated he presented <br />this whole concept to Council. Madeline asked if it was a <br />reorganization of his department? Wendt reviewed the fact that when the <br />secretary left and moving the clerk up in to this position, if she would <br />accept it - now you have an opening for a clerk. What you are saying is <br />that possibly this clerk shouold have some background—Boyle, what I'm <br />saying is I don't want a clerk, I want an entry level bookkeeper. Wendt <br />replied that a test :should be giver_ for a bookkeeper instead of clerk <br />
