Boyle, now for the second part of the problem - there is a <br />couple of bookkeeper positions throughout the city, but they're not <br />called that. The clerk in Budget & Management is basically a <br />bookkeeping position, the secretary position in Budget & Mgmt, is <br />basically bookkeeping, comparable to my two secretaries. There is one <br />over in the Recreation Department who does an enormous amount of <br />bookkeeping and yet she is classified as a clerk. I'm not saying this <br />is a.special test for just one person, but it would be a test for at <br />least those two, Mr. Boyle related the city does not have job <br />description of bookkeeper. Mr. Wendt inquired from Boyle what did <br />Council - what was there observation? Boyle; After they found out I <br />was not planning on adding people, they did not find a lot of problems <br />with it. The Finance Committee, which includes the head of the <br />Legislative.. will probably meet on this next month or the following <br />month. I want them to meet before .June as that is when the situation <br />may become critical. I would like them to go over the matter and <br />develop job descriptions. Boyle added he does not want the bumping <br />process "a clerk, is a clerk, is a clerk" - I feel that the Finance <br />Dept, should not be in the position of having to hire someone from the <br />administrative section. My department cannot operate with one of these <br />existing clerks, unless it was maybe Ethel (from B & M). Boyle <br />continued to relate about his experiences in past in relation to this <br />change, and his option to select the people in his department, <br />primarily, the secretary. Mr. Boyle explained his reasoning again for <br />the test of bookkeeper rather than clerk for his department and the <br />other two departments mentioned previously. Mr. Wendt agreed that it <br />did not make sense to put an unqualified person in the Finance Dept. <br />Madeline stated that the commission could give a test for a bookkeeper <br />if Council approves your reorganization we certainly can run a test for <br />a bookkeeper and establish a list that Recreation and draw from if they <br />have a bookkeeping position, or any other department. Boyle stated he <br />had no problem from drawing from the same list. Xadeline related that <br />she felt none of -this discussion was a civil service matter - Boyle <br />stated he was bringing this to the attention of civil service as an <br />informational item. Madeline and Wendt felt it was a matter to be <br />referred to the union and administration would have to be aware of. <br />The next item would be the budget for another test. Boyle realized that <br />civil service budget does not include a test for bookkeeper. Madeline <br />stated that we would be willing to do a test for a bookkeeper but that <br />would have to be added to our budget. The clerical list presently is <br />almost totally exhaused and we are clarifying this test presently with <br />our Safety Department. Wendt explained that we are endeavoring to go <br />city-wide for a clerk test, one that covers all departments; however, we <br />did built into the submitted budget the possibility of a test for the <br />Finance Department.
