CIVIL SERVICE MEETING MINUTES <br />MARCH 25, 1993 <br />PAGE 2 <br />OLD BUSINESS <br />Hiring Practices: The Commission would like to coordinate Civil <br />Service's hiring practices with the City. Ron Wilamosky is happy to <br />see that civil service will be giving a Secretarial II test. There is <br />one person who is working in the city who will be required to take the <br />test. Ron also gave the commission a list of positions and broke down <br />each position into skilled, semi -skilled and unskilled. The <br />Commission needs to look this list over and decided which positions <br />Civil Service will test for and then let the departments know. <br />Jim Hines said that each commission tests for different jobs some only <br />test for police and fire others test for many positions. <br />Mayor Boyle said that certain tests should be given when needed and <br />others should be given every two years depending on openings. <br />Mr. Gundy would like to give tests within 6 weeks time. Jim Hines <br />feels that it would take more like 8 weeks since we need to get the ad <br />reviewed, ads to run in paper, applications time to be returned, sign <br />in sheet to be typed etc. <br />Glenn Marks said that he felt that if a person declines a position <br />that he/she should be moved to the bottom of the list instead of being <br />past by. Ron Wilamosky agreed he said if we have a job available <br />he/she should take the job or they shouldn't have taken the test to <br />begin with. This is just Glenn and Ron's thoughts, at this time it's <br />not a Civil Service rule. <br />A Radio Dispatcher test will be given for the Police and Fire <br />Departments. This will be one test that will be good for both <br />departments. We hope to give this test in June too. The Commission <br />decided to set the filing fee at $15. <br />Chief Sefcek is in need of getting a Dispatcher. He will wait to hire <br />until after a list is established. To get someone in the vacant <br />position now and take the time to train them and then have a chance of <br />them not passing the test and then have to take time to re-train <br />someone else is not something that the Chief would like to do. <br />Chief Sefcek would also like to have certified officers to take the <br />entry level test for his department too. We can send them to the <br />academy and also start training. The Chief said we have a good city <br />and that other officers would want to come to work in our city. Other <br />smaller surrounding cities might lose officers. This would be cost <br />effective and benefit our city by having certified officers to begin <br />with. It's worth a shot. <br />
