CIVIL SERVICE MEETING MINUTES <br />MARCH 25, 1993 <br />PAGE 3 <br />NEW BUSINESS <br />Jim'Hines has attended two of the Cuyahoga County Civil Service <br />Commission Association meetings. This. Association consists of other <br />Commissioners and -we discuss their cities problems, thoughts, ideas <br />etc. Other cities who have not required paramedic certification are <br />looking at testing this way because they can not handle the amount of <br />candidates who are taking the fire fighter tests. <br />Marella Varanese sent a letter to.the Commission regarding her service <br />credit and salary. <br />Chief. Osterhouse said that there is a tie between some administrative <br />or non -bargaining secretaries regarding the contract (which has not <br />been signed yet). That there should be some changes and.that the <br />contract is not in effect yet. I do not understand how the contract <br />can take away full time service credit to a person who has been <br />employed -for long before the contract came into being. Can a union <br />contract take away a persons service credit if they have 3 1/2 years <br />or so in as a full time employee? The Mayor said NO. Chief <br />Osterhouse then said if Marella can not go the to. union or civil <br />service, then where can she.go? <br />The Mayor said that there is an Ordinance which is called the <br />Organizational Charter Ordinance that defines the parameter of each <br />non -bargaining position.and gives the authority as does the charter to <br />the Mayor to set pays. There is an appropriation ordinance giving the <br />exact dollar. According -to the Ohio Revised Code, Charter to the city <br />and it'•s ordinances that is how this is determined. As far as service <br />credit - nothing has changed. Her pay is determined by the Mayor. <br />It is the Mayor's policy and not law. Lastly, this is not subject to <br />this Commission. The contract now is the law and civil service can <br />not hear this issue. The Union contract as it is now it has pages <br />describing each position. When you have completed so.many years <br />of service there is a pay raise after an employee has completed each <br />year up to 5 years. Marella will receive longevity when she,is <br />entitled to it and is receiving the appropriate vacation compared to <br />her time of service in - has stayed the same. If there are areas of <br />the contract that needs to be adjusted then it will be adjusted. The <br />Mayor does not feel that he ,should pay the union employees more then <br />non-union. <br />Mr. Varanese said that Marella is <br />year position even though she has <br />Mayor said that Marella is not the <br />area. <br />being paid as <br />been there 3 <br />only person <br />a secretary at a 1 <br />1/2 years plus.
