D) There is an opening for the. position of Secretary II in the Building Department. Building <br />Commissioner Conway was certified the top three names and the ladies will be referred to the <br />personnel department to undergo a typing test. Chairman Cummings wondered what components <br />are involved with the typing test. Director Wilamosky advised there is a test on the computer as <br />well as a standard typewriter. <br />E) The other day we had someone come in inquiring about extra credit points. He said he is currently <br />enrolled in a four year college degree program. He wanted to know if he could receive partial <br />credit for this, as he could transfer and get an associates degree elsewhere. He advised this would <br />cost money, and wondered if there could be some sort of change in this area thereby allowing <br />partial credit. He was informed, per the regulations set forth in the application packet, he must <br />have this documentation (i.e. a certificate and/or diploma) to prove his eligibility for extra credit <br />points and partial credit is not available. He further noted that he is currently in the military and <br />will not receive his DD -214 until he leaves active duty. He was advised in order to obtain extra <br />credit for military service Form DD -214 must be enclosed with the application, per the regulations <br />set forth in the application packet. This .man would like to appeal a higher authority and asked that <br />the commission consider awarding partial credit in these areas. Is the commission going to <br />consider awarding partial points to people in the process of obtaining certificates, diplomas, or <br />Form DD -214? <br />The civil service commission discussed the situation. Commissioner Benjamin noted allowing <br />partial points would mean someone that received a dishonorable discharge after the test was given <br />would still receive extra credit. Commissioner Cummings also believed awarding extra points for <br />incomplete assignments is inappropriate. Chief Viola also believed one should only receive credit <br />for what he earns. The Chairman advised, at this time the commission would not contemplate any <br />changes in that area. Personnel Director Wilamosky believed, for a formal hearing, a person <br />should have to submit something in writing. <br />FA 91 3: 113Q M-013 <br />A) Report on handbook. At the December 1996 meeting the civil service commission voted to <br />declare the June 1996 handbook a suggestions workbook. All directors and department heads <br />have received a copy of the June edition on disk or via e-mail for their review. The fire <br />department and the law department provided suggestions at the January 27, 1997 meeting. Mr. <br />Wilamosky presented his first draft copy of suggestions for changes on March 4, 1997. The Law <br />Department has since recommended changes to this original draft. Mr. Wilamosky incorporated <br />these suggestions into his second draft, submitted on March 13, 1997. <br />Personnel Director Wilamosky explained his second draft copy resulted from suggestions from the <br />law department. He advised the majority of the changes were organizational in character. <br />Commissioner Cummings wondered if any of the changes suggested by the fire department were <br />incorporated into this draft. Wilamosky replied the majority were, however any changes suggested <br />dealing with promotional examinations were not included, as those are subject to collective <br />bargaining. Chief Osterhouse advised the original handbook was very confusing. He wondered if <br />this was cleared up in this second draft copy. Mr. Wilamosky confirmed a number of these issues <br />were resolved in this draft. Beginning with the preface, the commission agreed to discuss these <br />changes one at a time. <br />In the Preface on page i, #2 in the existing handbook, it states "as outlined in articles H through <br />XI."
