He advised, it was Mr. Dubelko's suggestion that this portion be omitted. <br />Mr. Wilamosky noted, other than the format, there were not any significant changes in the Preface. <br />Mr. Cummings believed `it may be noted that by statute the non -teaching employees of city school <br />districts, city health districts, and general health districts have been placed for certain purposes <br />under the city civil service jurisdiction" should be eliminated from page ii of the handbook, as the <br />schools are no longer part of civil service per ordinance 93-02. Mr. Wilamosky agreed this <br />verbiage should be eliminated. Mr. Cummings wondered if the schools can be taken out anywhere <br />they are referred to in the handbook. He noted we could indicate, within the handbook, the <br />schools have been eliminated as per Ordinance 93-02. Mr. Wilamosky questioned if any page <br />number which refers to the schools could be noted. Mr. Cummings explained, although he did not <br />note every page number, this could easily be done by performing a find and search on the <br />computer. Mr. Wilamosky agreed to get a recommendation from the law department on this issue <br />of removing the schools from the handbook. <br />Mr. Cummings referenced page iii of the Administration's suggestions #5 under Civil Service <br />Commentary which states "Part-time employees as determined by the Commission shall be any <br />employee who is employed by the City of North Olmsted up to and including, but not exceeding <br />twenty (20) hours per the designated five day pay schedule work week." He pointed out Full Time <br />is defined on page 30 of these suggestions as "An employee who is hired to perform a specific <br />work function on a regular basis with a normal work week consisting of 35 - 40 hours of service." <br />On this same page Part Time is defined as "One who does not have full time, student, seasonal, <br />casual or temporary status in terms of hours worked and benefits received." Mr. Cummings <br />questioned if part time is then. anything under 35 hours a week or 20 hours a week. Mr. <br />Wilamosky advised there are some constraints in the collective bargaining agreement concerning <br />this issue. If someone works 20 hours or less a week, they are part time and not considered under <br />the bargaining unit. He noted someone working over 20 hours a week may be considered a <br />member of the bargaining unit. In sum anyone working 20 hours a week or under would not be <br />considered under the bargaining unit. Mr. Wilamosky noted, on occasion part time may work 24 <br />hours, but they would not be regularly scheduled to work in excess of 20 hours. Mr. Cummings <br />confirmed that no individual would perform 21 to 34 hours a week on a regular basis. <br />Mr. Cummings referenced page iii and iv of the Administration's suggestions #7, it states "Rules <br />and Regulations Handbook shall be reviewed by the Commission every two years. The handbook <br />will be distributed to each Director and each Director may be permitted to provide the <br />Commission suggestions to amend the manual. Any amendments to the Rules and Regulations <br />must be made by majority vote of Commission members at a regular public meeting. Upon the <br />amendment of any Rule and Regulation, the Secretary shall update the manual. Copies of the <br />amended Rules and Regulations manual shall then be provided to all Directors and Department <br />Heads......" He wondered if this means the secretary cannot simply provide copies of the pages <br />that were amended or if the entire book must be copied each time there is a change, as this will be <br />a cost factor. Mr. Wilamosky believed this can be updated in the following manner: "The <br />Secretary shall updated the manual in compass of any such updates and/or a complete amended <br />rules and regulations manual should then be provided." Mr. Wilamosky noted on this same page, <br />he has suggested a change in who should be permitted to obtain a copy of the manual. He advised, <br />section 143 of the Ohio Revised Code grants the right to charge a reasonable fee for copying a <br />public document. Wilamosky noted the Law Department has concurred that twenty-five cents per <br />single sided page is a fair and reasonable fee. The secretary wondered why it would have to be a <br />certified check. Mr. Wilamosky agreed someone can pay cash for this, but it may cause an <br />3 <br />
