The secretary wondered if someone <br />requested a copy of one page if they would still be obliged to pay the twenty-five cents. Mr. <br />Wilamosky believed one page could slide, however if someone would like a copy of an entire <br />section of the manual they would be required to pay. The Secretary wondered if employees would <br />be charged. Mr. Wilamosky believed we should get the intent and purpose. There was some <br />discussion on whether union members should have to pay the twenty-five cents a page. Chief <br />Osterhouse did not see why the union cannot receive one copy. The Commission believed each <br />union should receive a copy, if they request, and it should be their responsibility to run copies for <br />other people in their union. Mr. Wilamosky agreed the union may receive one copy <br />complimentary. <br />Mr. Wilamosky referenced page vi, Section 2 under Chapter 2 of the Administration's suggestions. <br />He noted currently the Secretary of the commission has split duties between civil service and the <br />other boards and commissions. Wilamosky advised this language was put together primarily for <br />the commission to establish some reasonable rules and criteria in hiring a secretary. He noted <br />there has never really been any criteria established for the position of secretary to the commission. <br />Mr. Wilamosky confirmed this is for future purposes in case the current secretary decides to leave. <br />He believed there should be some criteria established by the commission as far as what they expect <br />from the secretary. The commission referenced the following sentence "However, on a day to day <br />basis, the Secretary shall report to for the purposes of monitoring the <br />quality and quantity of work, attendance, including but not limited to sick days, vacation days, <br />lunch periods and hours worked by the Secretary." Mr. Cummings wondered who would be <br />placed in that blank. Mr. Wilamosky advised the Mayor has recommended the following changes <br />to this section: "The Secretary shall perform work related to the business of the Commission." <br />should be changed to "The Secretary shall perform work related to the business of the Commission <br />as well as any other work." He noted the reason for this change is because the work is split <br />between the civil service commission and the clerk of commission's office. The mayor also <br />suggested filling in the blank to read as follows "However, on a day to day basis, the Secretary <br />shall report to the Mayor or his designee for the purpose of monitoring......" Mr. Wilamosky <br />would expect that the Mayor's designee be the Clerk of Commissions. Mr. Wilamosky suggested <br />that the commission establish this criteria. He believed the secretary should be computer literate <br />and have the ability to type 45 words per minute or better. In response to Mr. Cummings <br />question, the secretary advised she can type in excess of 50 words per minute. Wilamosky advised <br />this criteria would not go into effect until the commission had a need to interview other people for <br />that position. Mr. Cummings suggested leaving the details up to the Mayor or designee and <br />eliminating the portion of the sentence which reads `Tor the purpose of monitoring the quality and <br />quantity of work, attendance, including, but not limited to sick days, vacation days, lunch periods <br />and hours worked by the secretary." Mr. Wilamosky did not have a problem with this, as long as <br />the Mayor makes it very clear as to the secretary's responsibilities as far as keeping track of <br />vacation, sick days, lunch periods, etc. Chairman Cummings believed the secretary should keep <br />track of these things herself. Mr. Wilamosky agreed to strike the balance after designee. The <br />mayor also suggested replacing the word shall with may, in the first sentence of this paragraph so <br />that the sentence reads "The Commission may employ a suitable person to act as Secretary of the <br />Commission." Mr. Wilamosky preferred the word shall so that it is mandatory, but noted the word <br />may was probably what is present in the charter., The commission recommended that the rule state <br />"The Commission shall employ...." The mayor also suggested that the second sentence in this <br />paragraph read "The Commission and/or the Mayor shall prescribe the minimum experience of the <br />4 <br />
