Secretary of the Commission prior to interviewing applicants seeking the position of Secretary of <br />the Commission." The commission had no problem with this change. <br />On page viii letter e, it states "The Secretary shall certify payrolls and sign all warrants or orders <br />for the payment of money on behalf of the Commission except, <br />shall approve and sign all payroll voucher's reflecting the hours worked by the Secretary in all pay <br />periods." Chairman Cummings wondered who signs the pay vouchers now. Wilamosky believed <br />the clerk of commissions sends out a payroll voucher to the Mayor's office to sign, as he believed <br />the pay is probably split between the commission payroll and the secretary to the commission <br />payroll. The secretary was unsure this was done. Mr. Wilamosky commented that it may be done <br />automatically. If it is done automatically, everything after the comma in section "e" could be <br />eliminated. Mr. Wilamosky agreed to check into this procedure. <br />Also letter "g" was added which states "The secretary shall maintain a file containing the name, <br />address, daytime telephone number, home telephone number of each member of the commission. <br />Said file should also contain information with respect to the initial appointment date of <br />Commission members and the date such term's expire." The commission discussed this change. <br />Mr. Wilamosky advised this is done so the secretary is able to immediately obtain this information. <br />The members discussed giving out phone numbers to the commission. Mrs. Zolar believed phone <br />numbers for commission members is appropriate. Mrs. Benjamin wondered if this would be <br />considered public record. Mr. Wilamosky believed it could be considered public record. Mr. <br />Cummings advised he would have a problem if it were his work number. Mr. Wilamosky noted <br />this can be changed to read "a phone number where the commissioners can usually be reached" as <br />some people prefer to be called at work during the day. The commissioners did not appear to have <br />a problem. <br />Getting into the body of the handbook, a change was noted on page 1, Rule 1. Mr. Wilamosky <br />noted the changes in section 1 as they appear in the administrative suggestions: advertising 30 <br />days before examination; notice posted in conspicuous places two consecutive weeks before the <br />application deadline; and the Appointing Authority will determine if the starting salary will be <br />advertised. Wilamosky advised the only significant change is that Department Head was changed <br />to Appointing Authority. He noted Department Heads and Appointing Authority's are not the <br />same people. Mr. Cummings questioned who would be the Appointing Authority. Mr. <br />Wilamosky responded it depends on the position opening. If a position is in the Police, Fire or <br />Building Departments the Appointing Authority is the Safety Director. If a position is in Finance, <br />the Finance Director is the appointing authority. The language in "c" was cleared up to read "if an <br />eligibility list expires, prior to starting the interviews, the Appointing Authority may continue to <br />hire from the expired eligibility list for that particular position. The existing handbook reads "Once <br />the interviewing process has begun, if the list expires, you can still hire from the list for that <br />particular position." Mr. Wilamosky advised this suggestion was made for clarification purposes. <br />Section 2, page 1 of the current handbook was where a portion of the promotional examination <br />criteria appears. Wilamosky advised, the administration is suggesting moving this to a separate <br />section in the handbook. He agreed to provide the details later. <br />Page 1-A-3 of the handbook is shown in the administrations suggestions as Page 1 section 3. <br />Wilamosky noted the following suggestions have been made: the content of notice "should not be <br />limited to the required educational and/or technical background". He elaborated this gives the <br />appointing authority the ability to be more selective. The law department suggested including the <br />probationary period in this language. <br />
