Page 1, Section 3-a(second paragraph) of the suggestions states "Content for Entry Level Police <br />and Firefighter/Paramedic positions shall contain and identify by number, the Commission Rule(s) <br />establishing qualifications and physical requirements as well as other information deemed <br />applicable by the Commission or the Appointing Authority." In the current edition of the <br />handbook, does not require inserting a page from the rules when referencing, this suggestion <br />establishes this standard. <br />The Entry Level Applicant Qualifications is contained on page 2 through 7 of the administration's <br />suggestions. Mr. Wilamosky noted these qualifications are spread out all over.the current edition <br />of the handbook. <br />The following changes were made with the establishment of Rule H in the admin. suggestions: <br />Section 3 in rule H specifically addresses the vision requirements for the Police and Fire applicants. <br />Wilamosky explained the format here was changed for clarification reasons. <br />On page 3, there is a notation "*See Contact Lens Waiver and/or Refraction Modification <br />Waiver." Mr. Wilamosky advised the details on the "Contact Lens Waiver" and `Refractive <br />Modification Waiver" are contained on page 4. He noted this applies only to Police Department <br />Applicants. The old rules state "Proposed Refractive Modification Waiver," however if it is in the <br />rules, it is no longer proposed. Commissioner Benjamin wondered if there was similar language <br />for the fire department. Mr. Wilamosky confirmed there are not any current regulations for <br />refractive modification waiver for fire applicants. The commissioners wondered why there is a <br />difference here. Chief Osterhouse believed originally it had to do with losing a lens. He advised <br />the firefighters wear masks when they are in Fires, and wondered if there was a good reason why <br />they could not have this same waiver. The Commission suggested changing sections 4 and 5 so <br />that both the Police and Fire applicants would be eligible to receive this waiver. Chief Osterhouse <br />advised these vision standards were basically copied from the Cleveland Fire Department. Mr. <br />Wilamosky believed the commission should have the eye doctors look into these standards. The <br />Commission would like to know the success rate of the refractive modification procedure. It was <br />questioned whether the refractive modification waiver is in place or is simply being proposed. The <br />commission hopes to have this cleared up by the next meeting. Chief Osterhouse agreed to <br />contact the eye doctor for his opinion on these standards. The Commission shall discuss this <br />procedure at a future meeting. <br />Section 6, Rule H, page 5 of the admin. suggestions contains the "Entry Level Firefighter & Police <br />Medical Examinations and Psychological Evaluations Required". Mr. Wilamosky stated the <br />administration has recommended removing any reference to specific doctors. The commission <br />agreed it would be ridiculous to have to change the handbook each time the.doctors changed. <br />Section 7, Rule H, page 5 & 6 of the admin. suggestions condenses many of the requirements for <br />the Entry Level Police and Firefighter requirements in one section, rather then spread out as in the <br />current handbook. Chief Viola noted letter "e" should have some reference to being certified as a <br />peace officer. He elaborated the Ohio Peace Officer's Training Council also gives certificates for <br />Private Security Guards. The Chief recommended changing this rule so that all candidates would <br />be required to have certification as a peace officer. The Secretary noted the graduation date <br />should say `no later than 08/01/97." Mr. Wilamosky verified the suggestion is to change this <br />verbiage to "Applicants for examination of Entry level appointment to the Police Department as a <br />C <br />
