Policeman/Policewoman MUST have Ohio Peace Officer Training Council Certification, as a <br />peace officer, BEFORE the date of the Entry Level examination. The required certification must <br />be in accordance with the level of qualifications mandated by the North Olmsted Police <br />Department. A copy of the Certification MUST be received by the Commission before the date of <br />the examination except, applicants currently enrolled in a certification program with a graduation <br />date no later than 08-01-97, shall be required to provide a copy of the certificate." Director <br />Wilamosky wondered when the certificate should be received. The secretary noted there was not <br />anything in the police packets stipulating when the certificate should be sent out. The Chief noted <br />the students may not receive the certificate from OPOTA until they are appointed to a police <br />department. It was suggested that the last sentence read "Said certificate must be forwarded to the <br />Commission within a reasonable period of time following appointment." <br />Section 8, Rule II, page 6 of the admin. suggestions covers the agility requirements. Mr. <br />Wilamosky noted the current rules detail the firefighter's agility test, but provide no details for the <br />police test. He recommended removing the specific agility requirements and stipulating the <br />commission shall establish the requirements of the agility test .at the time of the examination. <br />Wilamosky recommended that the $25.00 refundable agility fee be in the form of a cashiers check <br />or money order. The secretary noted, in the police packet, it allowed a personal check for $25.00. <br />Director Wilamosky recommended that the secretary have the checks deposited in an interest <br />bearing account for accountability reasons. The commission did not have a problem adopting this <br />recommendation for future tests, but believed they must follow the rules established for the police <br />examination. This new rule will be in affect for future examinations. <br />Section 10, Rule II, page 6 and 7 (admin. suggestions) covers the Entry Level Clerical <br />examination. Wilamosky advised this section is more detailed than it is in the current handbook. <br />This test is to be administered by the Personnel and Administrative Services Department of the <br />City or another City department that may be designated by the Mayor. Mr. Wilamosky explained <br />the criteria for this testing. He advised, following completion of the test, his office would notify <br />the commission of the results in a pass/fail format. The commission should than notify these <br />candidates as to the results of this exam and their status on the list. <br />Section 11, Rule II, page 7 (admin. suggestions) establishes criteria if the commission should <br />determine any other position testable. <br />Section 12, Rule II, page 7 (admin. suggestions), is very similar to page 7 of the current <br />regulations. <br />Rule III of the administrative suggestions establishes criteria for Police and Firefighter Promotional <br />examinations. Wilamosky noted it is not a statutory requirement to advertise for promotional <br />examinations, and thus section 1, page 7 establishes criteria for posting the notice. He believed, in <br />the old rules, a person could argue the criteria should have been posted in the newspaper. <br />Firefighter Promotions are covered under Section 2, pages 7 of the administrative suggestions. <br />Wilamosky believed this section was similar to several sections of the handbook, but was <br />reformatted for clarification purposes. Section 3, page 8 covers Police Promotions. Section 4 <br />covers the Nature of Promotional Examinations. <br />Chief Osterhouse believed Rule V, Section 4, page 11 and 12 of the administrative suggestions <br />should be moved. He suggested creating a Section 7 on page 8 for the "Efficiency and Seniority <br />Credit - Promotional Examinations." Director Wilamosky advised the administration has <br />7 <br />
