Mrs. Rote stated then the employee that is being hired would not have to fill out all new applications <br />for personal when they already did it once to get the job. Mrs. Popa stated I agree. Ms. Cornish stated we <br />could keep track of it in the Civil Service minutes by stating that this individual has been placed on the <br />classified list and their file has been forwarder) to the personal department. Mrs. Popa stated I know that the <br />police department has a lot more information on their employees, they have a separate personal department <br />there at the police station, and my thought is that here they are both union and Civil Service what exactly <br />are they governed under we need to be able to understand what is going on there we pay their health <br />insurance, liability insurance, life insurance, accidental death insurance's, bureau workers comp issues, all <br />these issues are the liability that I assume and I over see but I have to be able to have these records to <br />understand and coordinate this, so my question is does the Civil Service department authorize them to keep <br />their employee's documents in a separate area and keep that information from the personal department. Ms. <br />Cornish stated once there is an opening we submit the top 5 applications to the appointing authority then <br />they forward it to the department head, and the appointing authority is usually the director of that <br />department which in this case would be Mr. Jenkins the safety director, he then forwards the information on <br />to the police chief, the police chief reviews the applications and determines which one of the top 5 applicants <br />are best qualified for the position, they are only given a copy of the applicants originals we have the <br />originals in our office. Mrs. Popa stated from a management perspective I would think that once the hiring <br />is done and over with then the application should go to one location so things don't get lost or misplaced, I <br />will have to work with the other departments on this, so back to the list I will work with the clerks of <br />commissions on this list and when would you to see this list, at the next meeting or what. Mr. Cummings <br />stated I would like to look at the list at the next meeting but I can't say how fast we can get moving on it <br />because I'm not sure of what else we have going on at that time but, I would like to get moving on this yes. <br />Mrs. Popa stated my thought then is if these people have never really been removed from the Civil Service <br />then just because their name is off the list doesn't mean they are not Civil Service. Mr. Cummings stated <br />they might not have their names on a list but they are on, the ones that are not a part of Civil Service are the <br />people that fall under the Unclassified list on page 32 section 3 (A) of the Civil Service hand book. Mrs. <br />Popa stated good that is what Mr. Gareau stated in his letter. Mr. Cummings stated that is what I have been <br />saying all along, If you could come back with the list we could go over the whole thing and straighten all <br />this out. Mrs. Popa stated I will do that, and thank you for helping me with my questions I had. <br />C) The Fire Fighters examination has been set for May 29, 1998, pending commission approval. The <br />commission also will need to set a passing score for this examination (both the agility test and written test), <br />name the testing company, and make any recommendations concerning advertisement and application <br />packet. Ms. Cornish went over the application packet that was made up for the fire fighters test coming up. <br />Mrs. Zolar inquired as to why the forcible entry was removed from the agility part of the test. Ms. Cornish <br />stated she was not sure why the testing company took out that part of the test, the testing company will have <br />to be picked, in the past there were two companies that were used one is Clancey & Associates, and the <br />other is Mc Cann & Associates, I believe that the fire chief is leaning towards going back and using Mc <br />Cann this time, I think he mentioned that at previous meetings, would you like to use Mc Cann or Clancey <br />for this test, or maybe you would like another company all together. Mr. Cummings stated we have to pick <br />one tonight if I'm not mistaken so we can proceed with getting started, so that rules out getting another <br />company, I'm sure if the fire chief was here tonight he would be able to give you some input as to who he <br />would like to use. Ms. Cornish stated Chief Osterhouse was sent a packet to review and he signed off on it <br />that he thought everything was in order today. Mr. Cummings inquired as to what are the price range of the <br />two testing companies. Ms. Cornish stated that she was not sure as to the pricing of the companies I really <br />didn't look into that, I'm sorry. Mr. Thomay stated has Clancy been doing the testing recently, I notice that <br />they have given the last few tests. Ms. Cornish stated that Clancy did the assessments, and we used <br />Standard and Associates for the police, Ramsy & Associates for building inspectors, International Personal <br />Management & Associates was used for both the dispatchers test and corrections officers test. Mr. Thomay <br />asked when the last time Mc Cann was used for giving a test do you know. Ms. Cornish stated it was <br />before I was here. Mr. Cummings stated the cost of the test would make a difference in which company we <br />would use, I would use the company that cost the least. <br />
