Mr. Thomay indicated that CPS has a writing <br />proficiency section that the other two organizations lack. He questioned if it <br />would be more advantageous to have the essay questions. Chief Bak indicated <br />that some of the problems in the past have been bad penmanship. He indicated <br />that there are numerous reports written by the firefighters. Chief Bak reviewed <br />the tests and came to the conclusion that the Entry Firefighter: 2118-M test would <br />relate best to the position that would be offered. Mr. Thomay questioned if there <br />would be difference deciding on an out-of-state organization as opposed to a local <br />organization. Chief Bak indicated that he is not that familiar with the testing <br />organizations, but would like to see the test geared toward firefighters rather than <br />general knowledge. Mr. Thomay reviewed the last testing organizations referring <br />to what the organization lacked. He questioned what organizations Cities <br />surrounding North Olmsted were using. Chief Bak indicated he had heard of <br />McCann and Clancy previously, but different cities use different organizations. <br />Mr. Thomay indicated that with CPS the test seems geared better towards <br />firefighters as opposed to the general knowledge. Chief Bak indicated that he <br />liked the test. He reviewed the areas the test covered, such as the English <br />background and style of writing and their ability to process information. Mr. <br />Thomay and Chief Bak indicated that CPS would be the best testing organization <br />for the firefighter entry level exam. <br />J. Thomay motioned to approve CPS for entry-level firefighter test. The motion <br />was seconded by L. Zolar and unanimously approved. Motion Carried. <br />The Board then reviewed the dates available for the entry-level firefighter exam. <br />J. Thomay motioned to approve August 17, 2000 as the date for the Firefighters <br />Entry Level written exam. The motion was seconded by L. Zolar and <br />unanimously approved. The Board needs to review RULE 1, 2 and 3 of the Civil Service Handbook. <br />Mr. Thomay indicated that since Mr. Farrell was not present at the meeting that <br />some of the rules discussed previously would have to wait until the next meeting, <br />as Mr. Farrell was in charge of checking into some matters discussed. Mr. <br />Thomay reviewed the suggestions from Chief Ruple indicating that Chief Ruple is <br />in agreement with all except for Rule III, Section 8 C in which he would like the <br />rule to stay as it is written. Chief Bak discussed the Fire Departments concerns <br />with Rule V Section 1, paragraph d (add the following): Extra credit point for <br />Firefighter/Paramedic and Police applicants shall not be a part of the applicant's <br />competitive examination score, but it shall be a credit to the total score, providing <br />the applicant receives a passing grade in the competitive exam. He would also <br />like to see the following change to Rule V Section III: Maximum Allowable <br />Credit for Firefighter Applicants. He indicated the Fire Department would like to <br />see the candidates receive credit for college degrees as the Police Department <br />does. He would like a clause similar to the Police for the Fire written as: In <br />
