Mr. Thomay remarked <br />that none of the gentlemen present at the meeting met the definition of student or standing as <br />none of them was currently attending a Paramedic class. Therefore, none of them could have <br />standing in a paramedic class. Each of the gentlemen present are here because they will not <br />start their Paramedic class until after the entry level fire test is given, on August 17, 2000. He <br />explained that the Commission had just added the wording to allow students in a paramedic <br />course to take the entry-level test this year, right before the testing process started. When we <br />the Commission wrote this, we meant a student that was currently attending paramedic classes <br />and looking to receive their Ohio State Paramedic card within 6 months or so from taking the <br />test. Not, that you would start a Paramedic class after you take the test which could then take <br />up to 10 months to a year to complete. Mr. Swope indicated that he would be starting August <br />2000 and has his EMT, which you must have to take a paramedic class. He would have been in <br />the paramedic class but the school informed him that he must first take a body <br />structures/function class before the paramedic class to get his degree. Therefore, he is currently <br />finishing the body structures/function class he is required to take. Mr. Swope showed <br />documents received from the school to the board members. Mr. Kevin Scott, an applicant <br />indicated that he would be starting his paramedic class in September of 2000 and had his EMT <br />certification. Mr. Rogers reviewed that he took EMT classes and will start in September of <br />2000 as well. Mr. Gandolfi reviewed what he was in the process of doing to achieve the <br />paramedic course. Mr. Mohnickey remarked that it was out of each of the candidate's hands as <br />to when the classes start. Mr. Brumagin submitted documents from the director of the Tri- C <br />class, which he is currently attending, the letter indicates that he would. be finishing his Basic <br />EMT class August 4, 2000. He will then take a National Registry Certification Exam, if he <br />passes the exam as well as the pre -entrance exam he will start the paramedic program August <br />24, 00 at Tri -C. He believed that the Tri -C course program is a progression course, which he is <br />currently attending. He questioned why it is not enough to be in the EMT class to take the <br />exam. Mr. Farrell indicated that each of the applicants believes that being in a EMT class is the <br />same as being in a paramedic class as it is a prerequisite for the paramedic certification. <br />Assistant Fire Chief Klecan indicated that a prerequisite for a paramedic class is to have your <br />Emergency Medical Technician (EMT) certification. Mr. Thomay questioned if each of the <br />applicants present had their EMT certification. All applicants except Mr. Brumagin stated they <br />had their EMT certification. Mr. Brumagin indicated that he would be taking the EMT test on <br />August 4, 2000. Mr. Thomay indicated that he was not sure that being EMT certified would <br />meet the requirement of being in a paramedic class as one class is Emergency Medical <br />Technician and the other is a Paramedic class. One of the applicant's fathers indicated that the <br />Commission should look hard at letting the applicants present take the test, as this was their <br />future the Commission would be effecting. How they voted could affect each of, their lives. <br />Mr. Rumagin indicated that the age cut-off was 35 years old, in two years from now he would <br />be 32 and just taking the test to get on a list. Mr. Thomay questioned what the other <br />Commissioners thought. Mr. Farrell commented that he felt the Commission should get an <br />opinion from the Law Department. The applicants' father was correct when he stated "that this <br />is the future of all of the applicants that we are dealing with". The Commission needs to think <br />about what type of position it will put itself in by allowing these applicants to take the exam. <br />The applicants' that have met all of the requirements in the application may file an appeal if <br />they are held back from being interviewed for a job opening. If one of the applicants here <br />tonight has a higher written score than someone that has paramedic certification, that applicant <br />will hold back the qualified applicant that does meet all the requirements of the application. <br />This Commission needs to get the opinion of the Law Department before rendering a decision. <br />Mr. Rogers questioned how it would hold back someone else.
