2. Commissioners will need to review Fire Chief Bak's memos reviewing new hire Passovers. The <br />Commissioners need to make a ruling regarding the number of times the candidates have been <br />passed over. <br />Mr. Thomay reviewed that Fire Chiefs memo dated June 4, 2001 indicates that Mr. Carl <br />Sommer has been passed over 5 times and should be removed from the entry-level list. Fire <br />Chief Bak reviewed his letter with the Commission. Mr. Farrell questioned how the interview <br />process took place. Chief Bak reviewed that each candidate has to write an essay and then <br />answer questions from an interview sheet the fire department uses. Five people from the fire <br />department take part in the interview. Assistant Fire Chief Kleacen reviewed a few things that <br />the fire department does to come up with the one candidate they whish to hire. Mr. Thomay <br />indicated that a candidate could only be passed over 5 times. The Civil Service Handbook states <br />that if the eligible person fails to be appointed after being passed over five (5) times then they <br />are removed from the list. <br />J. Thomay motioned to remove Carl Sommer from the eligible list on grounds of Rule VII <br />section 8 (H) failed to be appointed after being certified 5 times. The motion was seconded by <br />L. Zolar and unanimously approved. Motion Carried. <br />3. The Commissioners need to be brought up to date on the Police entry-level application period. <br />There were 320 applications handed out and 166 applications returned. Commissioners need to <br />review applicants. Bryan Tyler and Mark Adams applications and make a ruling whether or not <br />their applications are acceptable. <br />Mr. Thomay asked the clerk to review why Mr. Adams application packet should not be <br />accepted. The clerk reviewed that Mr. Adams claimed he was entitled to college credit, but a <br />copy of his diploma was not in the application packet. The clerk called Mr. Adams to inform him <br />she needed a copy of his diploma. Mr. Adams informed the clerk that he never received a <br />diploma, but if she totaled the hours on the transcripts submitted they would equal the time it <br />takes for a diploma. The clerk then informed Mr. Adams she could not accept the claim for <br />college credit, as he did not have a diploma. Mr. Adams called the clerk back the same day and <br />informed her he wanted his money back as he no longer wanted to take the North Olmsted test. <br />The clerk informed Mr. Adams that she would need to have the board make a ruling on returning <br />his money as he falsified documents in his application. Mr. Thomay indicated that under Rule VI <br />section 3 D of the handbook it states; Any false information provided, or material omissions <br />made, on an application or during an examination or interview, constitutes just cause for <br />disqualification of the applicant. <br />J. Thomay motioned to reject Mark Adams application on the grounds that he wishes his <br />application removed and further grounds that his application contains false information. - <br />Applicant is hereby notified that he is not eligible to take the entry level Police test. The motion <br />was seconded by P. Farrell and unanimously approved. Motion Carried. <br />Mr. Thomay asked the clerk to review why Mr. Bryan Tyler's application should be rejected. <br />The clerk indicated that the applicant was 36 years old as of December 2000 and the Civil <br />Service handbook states applicants can not be any older then 35 years of age at the time of <br />appointment. <br />3 <br />
