I Thomay motioned to disqualify Mr. Bryan Tyler applications on the grounds that he is over <br />the age limit for taking the test or being hired. Applicant is hereby notified that he is not eligible <br />to take the entry-level police test. The motion was seconded by L. Zolar and unanimously <br />approved. Motion Carried. <br />4. Commissioners need to review an e-mail sent to the Mayor, which was then forwarded to the <br />Civil service office for the Commissioners to address. The Civil Service office conducted a <br />comparison survey and a copy of said survey is enclosed with the e-mail for review. <br />Mr. Thomay indicated that Mr. Lelis's e-mail has brought up three issues. Some of which are <br />addressed to the police department and some -to the Civil Service office. Mr. Lelis e-mail was <br />received by the Mayor and forwarded to the Civil Service Office. The first concern is that money <br />is collected and no receipt is given to the applicant. The clerk suggested that the applicant is <br />given a receipt when the money order or certified check is purchased as they are made out to the <br />City of North Olmsted. Mrs. Zolar indicated that she liked that the clerk did a comparison chart <br />for the _Commissioners to review what other cities do. She didnotice that North Olmsted was <br />one of the only cities that did not give out a receipt when an application is turned in. Mr. <br />Thomay felt that the application packet should be time stamped"as well as a paper receipt should <br />be given to the applicant. Mr. Lelis suggested that not only should the envelope be time <br />stamped, but also there should be a number on the envelope and the application packet inside the <br />envelope. He further suggested that the box that the applications are -placed in once they are <br />time stamped should be a locked box to make sure the application are not tampered with by <br />anyone in the police department. Mr. Thomay indicated that he reviewed the handbook and <br />there is nothing that covers handing out or accepting applications. Mr. Thomay asked the clerk <br />if her office had the equipment to receive the application packets. The clerk reviewed that the <br />reason application packets are returned to the Police department is because they have a time <br />stamp machine and they can accept applications 24 hours a day 7 days a week during the filing <br />deadline. Mr. Thomay questioned what the price of a time stamp machine would cost. The clerk <br />indicated that she was not sure, that she had not looked into purchasing one. Mr. Thomay <br />indicated that he understood Mr. Lelis concern about turning it into the police department. The <br />clerk reviewed that if her office only, handed out the application packets and accepted them <br />back the number of applicants would drop. This is due to the fact that City Hall is only open <br />Monday through Friday 8:30am to 4:30pm. She further suggested that there could be no <br />guarantee that her or her assistant would be in their office the entire day as they also deal with <br />other departments. That would mean applications could only be returned during working hours, <br />no nights or weekends to accommodate the applicants. Mr. Lelis suggested using a locked box <br />at the police department that only the Civil Service office would have a key to open. Then the <br />police officers could not tamper with the applications. The clerk commented that in the entire <br />time she has worked for the City of North Olmsted there has never been a complaint regarding <br />the police tampering with an application or one being lost. No police officers touch the <br />application packets. Only the receptionist handles the application packet when he/she time <br />stamps the envelope and then he/she places it into a box were it stays until it is picked up. <br />Either she or her assistant picks up the applications every day. The applicants are instructed to <br />seal the application envelope and those seals are not broken until either her assistant or her break <br />the seal by opening the packet. The clerk indicated that Mr. Lelis is suggesting that the Police <br />department should time stamp the envelope and then open the application to make sure numbers <br />are matched on the envelope and the application itself. That is asking the police department to <br />open an application, which would open the City up to protests.
