she calls the applicant and informs him/her of what is missing and tells them they have a certain <br />amount of time to turn it in and have their application packet re -stamped. Mr. Thomay <br />suggested that the board agreed that each applicant should receive some type of receipt for the <br />application. Discussions took place regarding how and were applications should be turned in. <br />Mrs. Zolar suggested that the application packet could include a receipt that the applicant would <br />take with him/her when the application is turned in. Not only would the envelope be time <br />stamped but also the receipt the applicant would keep for his/her own record. Mr. Lelis <br />indicated that if the application and a receipt are both time stamped they would not have the <br />same times as time stamp machines are by the second and there is no way to stamp them the <br />same. Mr. Farrell suggested tabling the issues until the next meeting when the Commissioners <br />could have time to think of possibilities. The clerk indicated that no matter what is decided the <br />outcome could not affect the current testing cycle as the cycle has already started. <br />J. Thomay motioned to have the board come up with a better procedure of accepting application <br />packets in the future. The motion was seconded by P. Farrell and unanimously approved. <br />Motion Carried. The clerk offered to e-mail Mr. Lelis when the board has the issue on their <br />agenda so he can attend the meeting if he would like. <br />5. Police applicant Thomas Cupach would like the Commissioners to make a motion as to whether <br />or not he should receive 5 extra credit points if he passes the Police written examination. Mr. <br />Cupach has a Bachelor of Arts degree, with a major in Business Administration and a major in <br />Criminal Justice. <br />The board discussed that the applicant only had one four year degree not two four year degrees. <br />Mr. Farrell suggested that the extra credit should read that applicants are entitled to any one of <br />the following: * Four-year collage degree in criminal justice/law enforcement equals three <br />points. * Four-year college degree in any other field equals two points. * Two-year college <br />degree in criminal justice/law enforcement equals two points. * Any two-year college degree <br />equals one point. He suggested that Mr. Cupach should not be given five extra credit points he <br />is only entitled to three in his opinion. Mrs. Zolar and Mr. Thomay agreed with Mr. Farrell. <br />J. Thomay motioned to allow Mr. Cupach only 3 extra credit points for a 4 year collage degree <br />in law enforcement, if he passes the entry level police written examination with a score of 70% <br />or better. The motion was seconded by L. Zolar and unanimously approved. Lotion Carried. <br />V. NEW BUSINESS: <br />1. Commissioners need to review the employment fax sent from the Plain Dealer as well as the e- <br />mails. <br />The clerk indicated that the Mayor was given a copy of the fax and e-mail as well as the board <br />members. After the packets were sent out, the Mayor instructed the clerk to look into seeing if <br />the Plain Dealer could put a package together for all the City offices not just the Civil Service. <br />Mr. Thomay indicated that the board would wait until the clerk received the information the <br />Mayor requested before they discuss the issue. <br />J. Thomay motioned to table the Plain Dealer fax and e-mail until there is more information <br />available. The motion was seconded by P. Farrell and unanimously approved.
