3. Commissioners need to make motions on the following items: <br />a. On what tests will be administered i.e. just written just oral or written and oral. <br />Mr. Thomay and Mrs. Giesser both voiced they felt both an oral and written examination should be <br />administered. At this point in the meeting Safety Director R. Jesse and Law Director J. Dubelko <br />joined the meeting. Both the Law Director and the Safety Director felt there should be an oral as <br />well as a written examination for the Fire Chief position. After a lengthy discussion, it was decided <br />to let the testing company give a recommendation as to what weight each test would hold. Further <br />discussion took place on the period the Civil Service has to administer the examination. Mr. <br />Dubelko explained the period for administering the examination to the board. Both tests will need <br />to be administered by December 21, 2002. It was decided that a calendar would be made to help the <br />commission stay within the guidelines of the 60 days. There was discussion as to whether or not a <br />testing company could administer both the written and oral tests by the December .21, 2002 <br />deadline. The Secretary voiced her concerns as to whether Ramsey & Associates could meet the <br />deadlines for the city. She questioned what would happen if they could not meet the deadline being <br />so close to the holiday's. Mrs. Giesser recommended amending the motion to hire Ramsey's to <br />accommodate the possibility of using Clancy & Associates if Ramsey & Associates could not the <br />Commission's deadline. <br />R. Giesser motioned to have both an oral and a written examination for the Fire Chief position. <br />Candidates will not have to score 70% or higher to pass the written exam and be eligible to take the <br />oral assessment. The weight of each exam will be determined at the next meeting. J. Thomay <br />seconded the motion, which was unanimously approved. Motion Carried. <br />b. Testing Company to administer Fire Chief exam. <br />R. Giesser motioned to amend the motion to hire Ramsey & Associates under the condition that <br />they can administer both the written and oral assessment exams no later than December 21, 2002. J. <br />Thomay seconded the motion, which was unanimously approved. Motion Carried. <br />R. Giesser motioned to Hire Clancy & Associates if they can administer both a written and oral <br />assessment by December 21, 2002, if Ramsey & Associates can not meet the deadline of December <br />21, 2002. J. Thomay seconded the motion which was unanimously approved. Motion Carried. <br />c. Set testing times and date of Fire Chief exam. <br />d. Set passing scores and weight percentage of each test. <br />e. Address costs of the examination and the lack of funds in line item. <br />The secretary reviewed that there are 7 candidates whom are eligible to partake in the exam and <br />they have until November 1, 2002 to let the Civil Service office know their intent. There is only <br />$5,000.00 left in the Civil Service testing account and if all 7 candidates take the exam they will <br />need an additional $1,025.00 to pay the testing company. The secretary requested the board <br />members make a motion to request additional funds be placed in the Civil Service testing account in <br />order to conduct the Fire Chief's examination. Mr. Dubelko also explained that the commissioners <br />would need to make a motion to have the Mayor submit legislation to Council to be allowed to enter <br />into a contract with the testing company that is hired to conduct the tests. He further suggested that <br />the Commissioners invite Ramsey & Associates to a special meeting. Invite them to recommend <br />the. testing dates, the weights of each of the tests and provide the Safety Director with the <br />2 <br />
