administer the exam. Mrs. Rote indicated the required funds were available. Ms. Giesser <br />questioned who was invited to take the test and what responses had been received. Mrs. Rote <br />reviewed that both Captains and Lieutenants were sent letters of intents. All four Captains indicated <br />that they did not wish to partake in the promotional exam. One of the six Lieutenants indicated that <br />he would not be participating in the exam. Therefore, there will be five Lieutenants taking the <br />Assistant Fire Chiefs promotional exam. <br />3. Commissioners need to make motions on the following items; <br />A. The testing company to administer the Assistant Fire Chief exam. <br />Mr. Thomay asked for the fire chief's opinion regarding the fire chief's exam. Chief Klecan felt <br />that the test was comparable to the Ohio Fire Chiefs exam. He liked the assessment centers Ramsey <br />conducted. There was a written portion section an oral interview and a role-playing interview. Ms. <br />Giesser questioned if the Chief felt an oral assessment for the Assistant Chiefs position was <br />necessary. Chief Klecan voiced that an oral assessment is needed. Mr. Thomay indicated that he <br />felt that Ramsey & Associates would be the best testing company again for the Assistant Fire Chief <br />test. Ms. Giesser agreed, however she felt that the oral assessment should be different from the <br />Chiefs to make sure the candidates are all on the same playing field. <br />I Thomay motioned to use Ramsey & Associates as the testing company. R Giesser seconded <br />the motion, which was unanimously approved. <br />B. On what tests will be administered i.e. just written just oral or written and oral. <br />Mr. Thomay indicated that the Fire Chief has voiced that an oral assessment is needed for the <br />Assistant Fire Chief test. Mr. Thomay inquired what the weights of the test were in the past and <br />what Ramsey recommended for the weight. Mrs. Rote reviewed that the last test in 1999 was <br />written 60% oral 40%. Ramsey has recommended the weight be 50% written and 50 % oral. <br />I Thomay motioned to set the weight of the written test at 50% and the Oral at 50%. R. <br />Giesser seconded the motion, which was unanimously approved. <br />C. Set testing times and dates of Assistant Fire Chief exams. <br />Mr. Thomay indicated that the board received a suggested calendar for testing dates. The study - <br />books to be posted May 2, 2003. He questioned if the suggested dates were acceptable for Ramsey <br />& Associates. Mrs. Rote assured the board that the testing company had reviewed all the suggested <br />dates. Mr. Thomay reviewed that the written test would be June 9, 2003 at 6:00 p.m. the Oral test <br />June 12, 2003 starting at 9:00 a.m. The commission would need to move their meeting date to June <br />23, 2003 to accommodate receiving the testing scores. The 10 -day protest date will start June 30, <br />2003. Any protest will be addressed at the July 21, 2003 meeting in accordance to the handbook. <br />The latest date for appointment would be July 31, 2003. Mr. Thomay questioned if the 60 -day <br />period would start with tonight's notice. Mrs. Rote indicated that the 60 -day would start with the <br />board's notice that night and the deadline to administer the test would be June 21, 2003 so the dates <br />are within the 60 -day limit. Ms. Giesser questioned if the appointment could not be made before <br />the July 31, 2003 projected date. Mrs. Rote reviewed that in accordance to the handbook protests <br />can only be addressed at regularly scheduled meetings, no specials can be called for protests. <br />However, if there are no protests received by July 3, 2003, the commission can call a special to <br />certify the list to the appointing authority and the appointment could take place within 10 -days of <br />the certification of the list. <br />2 <br />
