exist and have been removed without Civil Service approval. What constitutes an unskilled position <br />or those unskilled positions that have no documentation. Mr. Thomay commented that there <br />should be a system put in place to make sure that Civil Service is involved with all aspects of <br />employment process. He questioned if the last certified list was the one from 1995. Mrs. Rote <br />suggested that that was not the last list used and reviewed what her office had been doing in the way <br />- of submitting a classified list to Finance and the State Civil Service Commission yearly. She noted <br />that she had not submitted a list to Finance for almost a year as the Finance Director does not want <br />it. The secretary reviewed that looking through the multiple Certified lists that are in archives she <br />noticed that as the people came off the list the titles also came off the list, so the lists were never <br />accurately maintained. The secretary indicated that she would try to get all the information the <br />commission requested. Mr. Thomay felt that a system needed to be put in place to make sure that <br />the Civil Service is involved with anything that has to do with employees' positions. Such as the <br />creation, the elimination, the status anything that involves positions dealing in City employment. <br />Discussion regarding Building Inspector: <br />Ms. Giesser reviewed that in 2002 Civil Service wanted to administer a Building Inspector exam <br />but was stopped because of the hiring freezes that was put in place. The commission needs to start <br />the arrangements to administer a Building Inspector test. Mr. Thomay questioned the personnel <br />director if the hiring freeze was lifted. Ms. Farver voiced that the hiring freeze had not been lifted. <br />Mr. O'Malley suggested that the administration has given notice to the commission that they are <br />going to fill a position. There is not an eligible list for Building Inspector so under the Civil Service <br />rules they are going to do a provisional hire, which is subject to testing. Mr. Thomay questioned <br />how long it would take to hold the test. Mrs. Rote questioned if once the provisional hire took <br />place and the Commissioners received notice it would through the Civil Service into a 90 -day test <br />requirement. Mr. O'Malley indicated that under Rule IX section 3, subsection (b) suggests that a <br />test should be administered before the probationary period ends. Ms. Giesser questioned if the <br />Commission needed to request the funds to administer a Building Inspector test now. Mr. <br />O'Malley felt that the Commission was not subject to the typical funding mechanisms. The <br />Commission has obligations under the charter, which has to be fulfilled. The commission could <br />have to wait 90 or more days just to get a response to a funding request or receive a budget to <br />maintain an eligible list. If the Civil Service is not administering test due to the lack of funds there <br />are going to be many provisional appointments. Mr. Thomay indicated that once the provisional <br />hire is made there must be a test within 90 -days. The Commission questioned how long the <br />provisional appointment for Building Inspector would take. Ms. Farver was not sure how long it <br />would take, but suggested that they are in the process of interviewing applicants. Mr. Thomay felt <br />that a formal request for funds should be made. Ms. Giesser questioned if Mr. O'Malley was <br />suggesting that the commission did not have to give the test. Mr. O'Malley indicated that when <br />time is of an essence the Civil Service Commission in the absence of funds being provided to them <br />could be effectively eliminated as a institution. Mr. Thomay suggested that the Commission <br />should move forward whether they are provided the funds or not. Discussion took place regarding a <br />Building Inspector who was still on layoff from the Building Department. Ms. Farver indicated <br />that the inspector who is on layoff was not qualified for the Building Inspector position. Discussion <br />regarding the length of a certified list being valid for 2 -years only was reviewed. Mr. Thomay <br />voiced that he wanted Mr. Jesse to be instructed to give Civil Service notice once the Building <br />Inspector is appointed. Mr. O'Malley advised the commission to have their secretary send a <br />directive to Mr. Jesse and cc: the Mayor and Law Director. Ms. Giesser felt that by the time the <br />commission received notice they would already be in a position of being unable to complete the test <br />within the 90 -day requirement. <br />Discussion of Hiring practices: <br />Ms. Giesser voiced that currently the Civil Service has no valid eligible list for any position, which <br />could have an opening. If the Civil Service can not demand, the funds required to have valid lists, <br />then the Commission must set priorities. Due to the number of Policeman and Fireman required for <br />the City, her priority would be for Policeman and Fireman. Mrs. Rote reviewed that Civil Service <br />
