Mr. Thomay agreed with the testing company as the question specifically asks for the <br />minimum. <br />R. Giesser motion to affirm the answer key as to question #75. J. Thomay seconded the <br />motion, which was unanimously approved. Protest Denied. <br />Mr. Thomay commented that the four protests have been addressed and the results will not change <br />regarding the Assistant Fire Chief exam ranking. <br />J. Thomay motion to certify the Assistant Fire Chief ranking list to the appointing authority <br />to make his appointment, naming Lieutenant Robertson the Assistant Fire Chief. R. Giesser <br />seconded the motion, which was unanimously approved. <br />Continued discussion for the preparation for the Fire Lieutenants examination: <br />Mr. Thomay questioned if the secretaries did a comparison of prices received for administering a <br />Fire Lieutenants exam. Mrs. Rote apologized that a comparison had not been drawn up for the <br />commissioners as she just returned from vacation and viewed the documents herself. Mrs. Giesser <br />indicated that she did a comparison and reviewed those that have been received. Barret's price is <br />twenty three thousand dollars, Clancy is eight hundred for six written plus fifteen dollars per person <br />after six and .36 cents per mile. The oral is five thousand three hundred and ten dollars for seven <br />candidates. Ramsey & Associates for written two hundred twenty five per reference source and oral <br />assessments are seven hundred per candidate. The Ohio Fire Chief associate is one thousand for <br />written plus ten dollars per person. The Oral is one thousand dollars up to six candidates and two <br />hundred fifty six for each candidate there after. Mr. Thomay questioned how many candidates the <br />commission estimated they would have for the oral test. Mrs. Rote suggested that at the <br />commissions last meeting the commissioners voiced that they would not limit the number of <br />candidates to participate in the Oral assessment. The oral assessment would be open to all <br />candidates who pass the written. The commissioners suggested setting the passing score at 70% or <br />75% to move forward to the oral portion of the test. With the same passing scores compared to the <br />last, Lieutenant exam conducted five test candidates would have scored high enough to take the oral <br />instead of only three. Mr. Thomay suggested that he had reservations regarding the use of Ramsey <br />due to the mistake made on the Assistants exam. Fire Chief Klecan voiced that he preferred <br />Ramsey & Associates as they have a better Oral Assessment than the Fire Chiefs Associates test. <br />The only thing he would request that Ramsey have 200 questions on the written tests instead of 110. <br />Mr. Thomay questioned what dates Ramsey & Associate had provided regarding testing dates. <br />Mrs. Rote reviewed that Ramsey provided dates that they are not available. Ramsey is not <br />available October 01, 01, l lt", 15tH 21St' and the 23`d through 31 October 2003. She reviewed that <br />Ramsey has more dates available in September then October but they do not fit within the <br />commissions time lines to administer an exam. The Fire Chief has provided a list of study books he <br />would like used for the Lieutenants exam. Discussion took place as to how much time would be <br />required between the Written test and Oral test. Mrs. Rote reminded the commission letter of <br />intents had not been sent out. Ms. Giesser voiced that the charter does not require the commission <br />release letter of intents. Mr. O'Malley suggested that the reason the clerk suggests the letter of <br />intent is to have an idea of costs. Ms. Giesser questioned if the clerk was requesting the <br />commission wait to set the dates until the letter of intents are completed. Then the commission meet <br />again and set the time and dates. Mrs. Rote answered yes, find out how many take the test, have a <br />place to administer the test, then confirm the dates Ramsey provided. Discussion as to were and <br />when the tests should be conducted took place. Fire Chief Klecan voiced that time for protests <br />should be taken into consideration when setting the dates. Further discussion regarding testing <br />dates took place. Mrs. Rote suggested that City Hall could be used for the assessment again but if <br />more then six candidates take the assessment more than one day is needed to conduct the <br />5 <br />
