t <br />reviewed matters, which came up during the Assistant Fire Chief exam and suggested a great deal <br />of attention was placed on the posting by the Civil Service office. The code says published and what <br />does that mean, published appears to mean posted as ordinarily done. 'In addition to published to <br />the extent the Civil Service commission has a history of directing letters to applicants that also can <br />be done. They can also be hand delivered by the Fire Chief or just made available at the fire <br />stations. In the absence of more rules that are specific or directions by the Civil Service <br />Commission, "published," means all .the above examples. If the Civil Service Commission feels <br />that the publication that took place was consistent to their practice then so be it. Mr. Thomay <br />questioned if Mr. O'Malley felt the commission needed to make a motion on the objection. Mr. <br />O'Malley suggested that if the gentlemen who submitted the objection was present he should be <br />heard. Mr. Thomay questioned if Mr. Miller was present or if he participated in the written exam. <br />Mrs. Rote reviewed that Mr. Miller was one of three Firefighters who applied to take the <br />Lieutenants exam but failed to show up for the test. Mr. O'Malley questioned if the commission <br />had knowledge that Mr. Miller received a copy of the notice. Fire Chief Klecan reviewed that not <br />only did each of the candidates receive a copy of the posting in their mail slots there was multiple <br />postings, at both stations. Further discussion as to the process of posting the testing materials took <br />place. Mr. Miller was not present for the meeting. <br />R. Giesser motioned to deny Mr. Miller's protest. J. Thomay seconded the motion, which was <br />unanimously approved. Protest Denied <br />Mr. O'Malley recommend that the commission attach all the written protest materials submitted to <br />Ramsey & Associates to the minutes. Mrs. Rote voiced that she was concerned that attaching the <br />protest materials to the minutes would violate the testing company contract or security agreement as <br />it would be publishing portions of their test as well as the answers. Mr. O'Malley felt that all the <br />documents submitted should be made part of the record to give it form and substance to the motions <br />made by the commissioners. Mrs. Rote requested that the contracts with the testing company be <br />reviewed before the documents are made public record to make sure they are not violating the <br />contracts. Mr. Thomay indicated that the protest documents should not be attached to the minutes. <br />Mr. O'Malley suggested that in the absence of attaching the protest material the State Code address <br />the revised answer key being available to the candidates for review. <br />Commissioners need to make motions on administering a Building Inspectors exam: <br />A. Motion to use CPS to administer the Building examination test. <br />B. Application packets need to be approved <br />C. Ads for notification for release need to be approved, request to be placed on local cable channel <br />and City web site. <br />D. Dates to run ads in newspaper need to be set <br />E. Dates of examinations need to be set <br />F. Motion to set the weight factors for Building Inspector exam as follows: <br />The weight factors to be used are as follows: <br />Testing shall consist of two (2) components. The first is a written examination and the second <br />component being the writing of an essay by the applicant. The weighting score of both test <br />components will be the determining factor that establishes the final score. The weight factors to be <br />used are as follows: 80% for the written portion of the.examination and 20% for the essay portion <br />of the examination. The formula to be used is as follows: Written (score X 4) + essay score. Essay <br />scores are given a number (1 to 10) points (10 being the best). Add a zero to the essay score. <br />Example: If a score of 4 is achieved than add a zero (40), then divide by 5 weighted score. <br />G. Motion is needed to appoint the administrator for the Building Inspector examination and to <br />have the Civil Service Secretaries be monitors. <br />Mr. Thomay indicated that the commissioners received notice that. the Building Inspector position <br />has been filled so the commission now has 60 -days to hold a test.
