an essay and the weight factors to be used are will be: 80% for the written portion of the examination and <br />20% for the essay portion of the examination. The formula to be used is as follows: Written (score X 4) + <br />essay score. Essay scores are given a number (1 to 10) points (10 being the best). Add a zero to the essay <br />score. <br />J. Thomay motions they begin the proceedings for setting up the tests for Building Inspector <br />using the above component. R Giesser seconded the motion, which was unanimously <br />approved. <br />Mr. Thomay questioned if in fact all the dates' must be set at the current meeting. Mrs. Rote <br />suggested that if in fact the commission only had 60 -days to administer the exam the motions would <br />have to be made that night. The CPS testing company that the office had been speaking to would <br />send the tests documents to the Civil Service office and the Commissioners would be the body to <br />administer the exam. The Commission would then send the testing documents back to CPS for <br />grading. Mr. Thomay questioned if the CPS Company was based in California. He questioned if <br />they had a choice of materials to chose between. Mrs. Rote reviewed that CPS offered Stock Tests, <br />Semi -Stock Test, Semi -Custom Tests, and Agency Tests and depending on which test the <br />commission chose the prices could vary. The Commissioners packet price sheet shows the price <br />using a Stock Test. Mr. Thomay questioned if the test would need Council approval or legislation <br />before the contracts could be signed. Mrs. Rote reviewed that if stock tests were used the price <br />would be under $2,000.00 and not require Council approval. However, there would also be fees for <br />placing the ads in the Westlife and Plain Dealer. <br />J. Thomay motions to use CPS testing company to administer the Building Inspector test. R. <br />Giesser seconded the motion. <br />Safety Director Jesse questioned if ' there would be any discussions regarding using the Ohio <br />Building Inspector Certification instead of giving a test. There could be cost savings and it is <br />required to have an Ohio Building Inspector Certification to hold the position. He questioned if the <br />CPS tests were State specific to local codes as each State has their own Building Codes. Mr. <br />Thomay commented that was a good question and asked if CPS tests were generic or state specific. <br />Mrs. Rote indicated that the testing company would have to be asked, as she could not answer the <br />question. Mr. Jesse reviewed that the Building Commissioner is concerned that the licensing test <br />performed by the State for the certification not become off set by a test, which does not reflect local <br />Building requirements. The Building Commissioner truly .feels that having an Ohio Building <br />Inspectors Certification should be enough. Mr. Thomay indicated that the issue of Building <br />Inspector examination would be continued to the October 22, 2003 Civil Service meeting. The <br />secretary is to contact CPS and find out if their Building Inspector test is State specific or generic in <br />content. Mr. Jesse voiced that in accordance to the Civil Service Handbook the commission has 6 - <br />months to give a test. Mrs. Rote questioned Mr. O'Malley as to what time frame the commission <br />needed to follow. Mr. O'Malley believed that the commission would need to follow Civil Service <br />Handbook Rule IX section 3 provisional employee testing criteria subsections (b through f). As the <br />probationary period is 180 days as noted in his waiver, half the probationary period would be 90 - <br />days. Therefore, if Civil Service administers a Building Inspector exam within 90 -days from date <br />of hire the provisional hire must not only take and pass the test he/she must receive a ranked <br />position to retain his position. The point is not just,. whether or not the individual has the <br />certification by the State of Ohio. The further question is competing for the position and ranking on <br />the list. After the 90 -days the individual would no long be required to compete, he/she would <br />merely have to pass the test. Mr. Thomay questioned when the last Building Inspector exam was <br />administered. Mrs. Rote suggested that other then 2002 when the Civil Service was going to <br />administer a Building Inspector exam she believes it was in the early 90's when a Building <br />5 <br />
