1 4 l <br />2. Preparation for Police Entry -Level examination including review of testing materials. <br />Mr. Danzik with Personnel Selection service passed out examples of two tests they perform as <br />well as a price list and two contacts. They have study guides for the tests, and identification <br />sheets for each answer sheet. The City would keep the sign out sheet, which is signed by each <br />applicant as they leave. No testing documents are handled by anyone but the testing company. <br />A representative from the Civil Service would need to be present to sing in the candidates, <br />introduce testing company, and answer any questions the candidates may have. They would <br />need one weeks notice of how many candidates will be tested and the commission will be <br />charged that total no matter how many sit for the test. The suggested passing score for either <br />test is 70% which is a standard passing score. The test takes 2 hours to 2 hours and 15 minutes <br />to administer depending on which test is chosen. <br />Mrs. Ramsey with Ramsey & Associates came forward to present the test her company <br />administers and passed out examples of the test as well as a price list and contract. Mrs. <br />Ramsey reviewed her credentials and work background for the commissioners. She reviewed <br />that their company administers the examination and scores the tests. The commission is <br />charged a set price for the number of candidates stated and there is a $.10 cent charge for each <br />test not used. The commission will be charged for the number of candidates tested plus the <br />charges for any returns. Their tests questions are job related and an analysis is conducted to <br />make sure the test is geared to the North Olmsted Police Department. The test that would be <br />used has only been used once and the average passing score was 70%. They do not include <br />study guides for the test however the commission can request a list the areas the candidates <br />will be tested in. <br />R. Giesser moved to enter into a contract with Personnel Selection Services, to be the <br />testing company to administer the entry-level Police Officers examination on or about the <br />week of November 15, 2004. M. Ubaldi seconded the motion, which was unanimously <br />approved. <br />Brief discussion regarding the two levels of Police Officers examinations took place and the <br />commissioners would like to have the higher level test with the memory test which would add <br />15 to 30 minutes to the test. <br />R. Giesser move to ask Personnel Selection Services for the higher level test and to <br />incorporate the supplemental test.that was shown as part of the test review. W. Hohmann <br />seconded the motion, which was unanimously approved. <br />V. NEW BUSINESS: <br />1. Review military extra credit claimed by applicants. <br />Commissioners reviewed each of the DD -214's for extra credit and read documentation <br />regarding definitions of characterizations that could be listed on DD -214's. <br />M. Ubaldi moved to deny military credit to Scott Sebastian on the grounds that his DD - <br />214 does not justify the extra credit. W. Hohmann seconded the motion which was <br />unanimously approved. <br />2 <br />
