would like to ensure the Commission is not failing to do something or that the department is not <br />failing to ask the Commission to do something. <br />IV. OLD BUSINESS: <br />Make a determination of classified or unclassified for the position of Systems Supervisor at the <br />Waste Water Treatment Plant as requested by Robert Bingelli <br />Mrs. Giesser indicted she is prepared to determine that Mr. Bingelli's position is classified. She <br />said if anyone can convince her otherwise, she is open to discussion. Mr. Ubaldi agreed. There <br />was a brief discussion about Mr. Bingelli's position and other jobs within the City that may not <br />have been categorized. Mr. Bingelli explained that he was curious about whether his position is <br />classified after conversations he had with employees from other cities. Mr. Ubaldi provided a <br />brief history of the issue to Mr. Hohmann. Mr. Hohmann then asked Mr. Bingelli if he had a <br />preference. Mr. Bingelli indicated he viewed being classified as a positive thing. Mrs. Giesser <br />referred to the Charter and said it would seem that Mr. Bingelli's position is classified. Mr. <br />O'Malley asked if the Waste Water Treatment Plant is a division. Mr. Bingelli indicated it is and <br />he is the Sanitary Sewer Supervisor of the Sewer Systems. Mr. O'Malley brought up the issue of <br />whether Mr. Bingelli was assisting the superintendent of the division. Mr. Bingelli indicated he is <br />not the assistant superintendent. <br />M. Ubaldi made a motion that the Civil Service Commission consider the position of <br />Sanitary Sewer Systems Supervisor, currently held by Robert Bingelli, as classified. The <br />motion was seconded by R. Giesser and unanimously approved. <br />Address the creation of new positions in the Department of Personnel & Administrative Services <br />Mrs. Giesser indicated she spoke with Ms. Farver earlier in the day and the legislation for the two <br />positions was submitted to Council but has not been acted upon yet. Her recommendation then is <br />to table the matter until action is taken by Council. <br />Review of Rule III, Rule IV Section 2, and Rule IX of the Civil Service Rules and Regulations <br />Mr. Ubaldi asked if Mr. O'Malley was able to gather any information about the issue of ten <br />percent credit being given in the fire department. Mrs. Giesser said that Mr. O'Malley did not <br />have information but he did talk to the Chief. The Chief did not seem to have a recollection of the <br />ten percent. Mr. Ubaldi referred to Rule III, Section 8e. There was a brief discussion of the scale <br />used by the fire department. Mr. Hohmann asked if the issue is their rules are inconsistent with <br />the way the department does things. Mr. Ubaldi said they have simplified it. Mr. Hohmann asked <br />if there is a problem in changing the grading. Mr. Ubaldi indicated it would not be a problem but <br />suggested including language that makes it understood that the scale provided is the fire <br />department's choice and not the Commission. There was a discussion about using a sliding scale. <br />Mrs. Giesser said it is difficult to grade on tenths of a point. She pointed out that no one has come <br />to the Commission asking for a sliding scale as opposed to the flat scale so she does not see a <br />reason to change it. <br />M. Ubaldi made a motion that Rule III, Section 8e read as follows: "For fire department <br />promotional examinations, efficiency evaluation credits shall be awarded based on the most <br />recent annual efficiency evaluation of the applicant, using the following scale: Superior — 3 <br />Points, Thoroughly Competent — 2 Points, and Acceptable — 1 Point." The motion was <br />seconded by R. Giesser and unanimously approved. <br />Mrs. Giesser asked Mrs. Kilbane to print out the new Rule III that has been worked on so the new <br />secretary will be able to see what has been done and be able to start fresh. Mr. Ubaldi suggested <br />stopping with the rules at this point until a new secretary comes on board. Mrs. Giesser said if <br />
