Chairman Barrett moved, seconded by Commissioner Rahm, to retain Martin Hayes as Vice <br />Chairman to the Civil Service Commission. <br />Motion passed unanimously. <br />Findings of Facts for Hearing of Removal of Candidate on Promotional Police Sergeant Eligible <br />List <br />The Findings & Order form and the Memorandum in Support of the Findings & Order for the <br />hearing on January 13, 2014 were reviewed by the Commission. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to accept the Memorandum in <br />Support of Findings & Order. <br />Motion passed unanimously. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to accept the Findings & Order <br />granting the City's request for removal of a candidate's name from eligible list. <br />Motion passed unanimously. <br />Entry -Level Firefighter/Paramedic Examination <br />Two (2) Fire Lieutenants will be retiring this year and three (3) more employees will be retiring in <br />2015 from the North Olmsted Fire Department. The Commission does not have a current Entry - <br />Level Firefighter/Paramedic Eligible List. <br />A general discussion commenced regarding a general knowledge test, agility certification, extra <br />credit, and application fee. <br />Fire Chief Schepp told the Commission that Stark State does provide agility testing; however, the <br />Commission's rules indicate Tri -C for the agility test and allows a 90 day window to submit an <br />agility certification after notification of the applicant's passing score. The Commission may require <br />the agility certification in hand before the test which may restrict the applicant pool. This process <br />would be more efficient and agility test dates can be included in the application packet. Research <br />will have to be made regarding agility certifications from different institutions. <br />The General Assembly determined that residency preferences would be prohibited and a <br />recommendation was made to strike the residency extra credit from the rules. <br />Rule V, Section 4 states extra credit points based upon college degrees. There are other <br />certifications as well that could be given extra credit. For example a Fire Instructor, EMS <br />Instructor, Firefighter I & 2, Fire Inspector, etc. Applicants with those types of certifications might <br />be coming from another department. The cap for education extra credit seems reasonable at five (5) <br />extra credit points total. <br />A discussion commenced regarding the fee for the Entry -Level Firefighter/Paramedic examination. <br />The fee for the Patrol Officer test was $25.00 and was average amongst other municipalities. <br />Commissioner Hayes moved, seconded by Chairman Barrett, that the Commission will amend <br />Rule V, Section 4 to add two (2) bullet points: Firefighter 2 equals one (1) point and Fire <br />Inspector equals one (1) point. <br />Motion passed unanimously. <br />
