3 <br />2 <br />�i manning Commission 3-12-74 - 3 - <br />(b) Pearlview Skilled Nursing Facility - <br />Between Clague Rd. & T'. 231st St. at projected Maple Ridge <br />Mr. McDermott distributed location map, explaining this is re- <br />quest for rezoning. Messrs. Howard Green, Trjent Crachiun, <br />Robert Svec and Dr. Gaitinaros appeared before the Commission. <br />Chairman Richards spoke away from his Chair as a friend to Mr. <br />Svec telling him politely that his plan is improbable of pas- <br />sage. Mr. Svec inquired concerning his appearing before Zon- <br />ing Board. Mr. Richards told him that is his privilege. Merits <br />of nursing home in residential area were expounded by the doctor. <br />The doctor had had dinner meeting for neighbors to explain his <br />plan. Mr. Yest said if area is rezoned to commercial a five <br />story building becomes automatic. Mr. Gareau said there is <br />special classification for nursing homes. It was again reiterat- <br />ed by those making proposal that nursing homes is all that is be- <br />ing planned. Mr. Prokasy moved to reject. Mr. Davis seconded <br />the motion. Mrs. Saringer said she has had calls and letters of <br />objection and she presented petitition with 265 signatures of <br />area residents objecting to the plan and to rezoning. Mrs. Sar- <br />inger stated she is against such spot zoning. Many of the resi- <br />dents whose names appear on the petition were present and were <br />given opportunity at this time to voice objections. Flooding <br />in area, rejection of K -Mart proposal, method of the doctor's <br />approach, etc. were discussed. Mr. Davis called for the ques- <br />tion. Mr. Elliott called the roll. Vote to reject request was <br />unanimous. <br />VI. Communications <br />Chairman Richards announced Citizens' Advisory Committee will meet <br />March 21, 1974 - 5:00 p.m. at City Hall. <br />VII. Committee Reports <br />Mr. Elliott gave report of two meetings of Recreation Committee. <br />(Report in detail is attached and made part of these minutes). <br />VIII. New Business <br />Chairman Richards presented the following: "Planning Commission <br />recommends to Council that the 'Zoning Ordinance be amended to in- <br />clude among requirements in any Business District a 20 foot land- <br />scaped buffer strip along any line where the Business District a- <br />buts any Residential District, such buffer strip to be approved by <br />Planning Commission". Mr. Davis moved to approve the recommenda- <br />tion. Mr. Prokasy seconded the motion. Mr. Brewer questioned 20 <br />ft. figure. He was told 20 ft. is the residential side yard re- <br />quirement. Mr. Elliott called the roll. All present voted in <br />favor of the recommendation. <br />IX. Adjournment - Mr. Davis moved for adjournment. Vote for adjournment <br />was unanimous.
