3 2 �i manning Commission 3-12-74 - 3 - (b) Pearlview Skilled Nursing Facility - Between Clague Rd. & T'. 231st St. at projected Maple Ridge Mr. McDermott distributed location map, explaining this is re- quest for rezoning. Messrs. Howard Green, Trjent Crachiun, Robert Svec and Dr. Gaitinaros appeared before the Commission. Chairman Richards spoke away from his Chair as a friend to Mr. Svec telling him politely that his plan is improbable of pas- sage. Mr. Svec inquired concerning his appearing before Zon- ing Board. Mr. Richards told him that is his privilege. Merits of nursing home in residential area were expounded by the doctor. The doctor had had dinner meeting for neighbors to explain his plan. Mr. Yest said if area is rezoned to commercial a five story building becomes automatic. Mr. Gareau said there is special classification for nursing homes. It was again reiterat- ed by those making proposal that nursing homes is all that is be- ing planned. Mr. Prokasy moved to reject. Mr. Davis seconded the motion. Mrs. Saringer said she has had calls and letters of objection and she presented petitition with 265 signatures of area residents objecting to the plan and to rezoning. Mrs. Sar- inger stated she is against such spot zoning. Many of the resi- dents whose names appear on the petition were present and were given opportunity at this time to voice objections. Flooding in area, rejection of K -Mart proposal, method of the doctor's approach, etc. were discussed. Mr. Davis called for the ques- tion. Mr. Elliott called the roll. Vote to reject request was unanimous. VI. Communications Chairman Richards announced Citizens' Advisory Committee will meet March 21, 1974 - 5:00 p.m. at City Hall. VII. Committee Reports Mr. Elliott gave report of two meetings of Recreation Committee. (Report in detail is attached and made part of these minutes). VIII. New Business Chairman Richards presented the following: "Planning Commission recommends to Council that the 'Zoning Ordinance be amended to in- clude among requirements in any Business District a 20 foot land- scaped buffer strip along any line where the Business District a- buts any Residential District, such buffer strip to be approved by Planning Commission". Mr. Davis moved to approve the recommenda- tion. Mr. Prokasy seconded the motion. Mr. Brewer questioned 20 ft. figure. He was told 20 ft. is the residential side yard re- quirement. Mr. Elliott called the roll. All present voted in favor of the recommendation. IX. Adjournment - Mr. Davis moved for adjournment. Vote for adjournment was unanimous.
