Property is zoned B-1 Local Business. <br />The following variances are requested: <br />1. A use variance for a self -storage facility in the B-1 Local Business District; code does not <br />permit; Table 1139.03-1. <br />2. A 1 ft. variance for building height of Building One; code permits maximum building height <br />of 25 ft.; applicant shows 26 ft.; Table 1139.04-2 <br />3. A 16 ft. variance for front building setback; code permits a maximum front building setback <br />of 65 ft.; applicant shows 81 ft.; Table 1139.04-3. <br />4. A variance for 13 parking spaces; code permits a minimum of 7 parking spaces and a <br />maximum of 8 parking spaces; applicant shows 21 parking spaces; Section 1161.02.17 & <br />Table 1161.03-1. Note: applicant letter indicates potential of landbanking 12 parking spaces. <br />Ms. Lieber stated that the applicant proposes to construct a multi -building self -storage facility. <br />The largest building is a climate -controlled indoor facility; buildings 2 and 3 are drive -up only. <br />Self -storage facilities are not permitted in the B-1 Local Business District. This project was <br />previously approved under an earlier zoning code which allowed for self -storage on the property. <br />Variances are required for the height and setback of Building One. The applicant proposes to <br />landbank 10 parking spaces along the west side of the property and construct 12 parking spaces <br />along the front of Building One. Mr. Andes said the property was purchased in 2017, before the <br />zoning code update. When the demolition permit was applied for, an underground storage tank <br />was discovered and held up the construction until 2019. The facility will be climate controlled <br />and the back building will have a brick veneer. There is a detention pond at the rear of the <br />property that will be maintained. One of the large storage companies will be hired to manage the <br />facility. The price point will be slightly higher than the other storage facility on the agenda. Ms. <br />Lieber said this project was previously approved by City Council and has only returned because <br />their original approval and extension expired. Because the project has not changed, other than to <br />address the parking requirement in a manner that comes closer to conforming to code and adds <br />green space to the property, she supported the requested variances. <br />Mr. Papotto moved, seconded by Mr. Mackey, to approve the following variances for 19- <br />15729; Extra Space Self Storage; 24002 Lorain Road: <br />1.
