the landscape plan. The landscape plan lacks specific plant species and sizes. Landscape <br />irrigation is not provided, though the Commission can determine the sufficiency or need based <br />on the plans. The City Engineer has raised significant concerns with the applicant regarding the <br />stormwater system design for this project that have yet to be addressed by the project team. The <br />applicant proposes new building mounted fixtures as well as two pole lights, one new and one <br />relocated. Lighting levels are generally code compliant. No new signage is proposed. <br />Mr. DiFranco said stormwater quantity and quality are required for the project. His concerns <br />were communicated with the applicant in January and still need to be addressed. He asked that <br />the motion require stormwater quantity and quality needs be met. Mr. O'Malley suggested the <br />Commission take into consideration whether neighboring properties would be adversely affected <br />if any conditional use requirements are waived. <br />Mr. Weber said the stormwater management has been changed to a closed system under ground <br />to meet the engineer's requirements. The landscaping will provide screening along the school <br />property line and he pointed out that the school building is at least a few hundred feet from his <br />property. If the new building met the setbacks, there would not be enough room to build the <br />structure. The building will be well insulated, have a few windows and the type of work is such <br />that the amount of noise will be limited. <br />Mr. Malone asked if the bioretention area will be replaced by the underground storage tanks. Mr. <br />Biltz said his co-worker confirmed with the city engineer that the underground storage tanks will <br />work and the designs are being finalized. Mr. Olivos asked if the dumpster enclosure will be <br />sturdy enough and what the bollards will be made of. Mr. Weber said the enclosure is intended to <br />be robust and the bollards will be steel pipe with a plastic cover. Mr. Biltz said the bollard design <br />can be provided. Mr. Malone said specific plant varieties and sizes need to be shown on the <br />landscape plan. He asked if the landscaping plan will be altered because the bioretention is no <br />longer proposed and how the plants will be irrigated. Mr. Weber said the plant details will be <br />added. He asked for the irrigation requirement to be waived because few people will see the area <br />and the plants will be resilient. Mr. Malone confirmed the now -replaced bioretention area will be <br />turf grass, Mr. Weber said it would be and added that mulch beds would be installed to limit the <br />need for weed whacking around the plantings. Mr. Anderson did not think the setback issue <br />would be a problem since there is a large expanse of land and trees behind their property. He <br />thanked the owner for the upkeep of the property since purchasing it. <br />Mr. Malone moved, seconded by Mr. Anderson, to recommend approval of the conditional <br />use permit for a vehicle repair facility at 21-18287; Weber Automotive; 28820 Lorain <br />Road, waiving the requirement of a 75 -foot building setback from residential property <br />(1118.10.B.A), conditioned upon no body work or painting take place in the building, <br />motion passed 4-0. <br />Ms. Nader moved, seconded by Mr. Anderson, to recommend approval the development <br />plan 21-18287; Weber Automotive; 28820 Lorain Road, conditioned on the following: <br />1. Stormwater quality and quantity meet city requirements, <br />2. Irrigation requirement be waived, <br />
