Police Officer Lateral Transfer Eligible List <br />General discussion commenced regarding the candidates on the Police Officer Lateral Transfer <br />Eligible List. Original rank #5, Kevin Krug and original rank #19, Marcos Maldonado are in the <br />hiring process. Original ranks #15, #17, #18 and #20 will need to be removed from the list due to <br />various reasons. There are three (3) remaining names on the eligible list. <br />Motion by Commissioner Cotofan, seconded by Commissioner Fratini to remove original rank #15, <br />due to a failed background; original rank #17 due to a failed background; original rank #18, failed <br />polygraph; and original rank #20, no show for the polygraph. <br />Motion passed unanimously. <br />V. NEW BUSINESS: <br />Determine Classification for New Position at the WWTP: Pretreatment Biosolids Coordinator <br />The Charter is very descriptive and identifies a certain number of positions that are unclassified and <br />then by default the balance of the positions are classified. Then there will be a question if they are <br />tested competitively or through a non-competitive process. Rule IX states you can have an <br />exceptional appointment whenever you have a position that is peculiar with exceptional <br />qualifications of scientific, managerial, professional, or educational character; a position that you <br />can't really test for. <br />General discussion continued regarding the history of the Waste Water Treatment Plant, Pre - <br />Treatment Coordinator, when the position became vacant it was filled by a seasonal intern and then <br />turned into a part-time position due to the constant training of each intern. Previously, there was a <br />part-time administrative person. The new position is really one half of the administrative position <br />and one half of the pre-treatment coordinator. This position will be helping with several managers <br />and the pre-treatment part of the position will need to be trained. This position would be a <br />classified position with exceptional qualities. The Treatment Plant works with the city as well as <br />Fairview Park and Olmsted Twp which is part of our waste water service area. This person would <br />assist establishments and educating them so they can pass the EPA inspections. <br />Motion by Commissioner Flannery, seconded by Commissioner Fratim to find the Pretreatment <br />Biosolids Coordinator to be an exceptional appointment under Rule XI, Section 1 and allow it to be <br />a classified position and filled by a non-competitive appointment. <br />Motion passed unanimously. <br />Promotional Police Lieutenant Examination <br />General discussion followed regarding the promotional Police Lieutenant examination. The <br />Administration would like to forgo the written portion of the test due to an unexpected Police <br />Lieutenant's retirement. <br />Historically, for promotional testing there is usually a written portion and then a top number of <br />passing candidates will move on to the oral assessment. General discussion continued regarding <br />
