Syed Abbas, Thomas Weiss, Kevin Krepop. and Andrew <br />Steingass <br />Mr. Abbas presented phase I plans for a new 172,000 square feet K5 elementary school on <br />Lorain Road, adjacent to Birch Elementary. The school aims to consolidate exiting elementary <br />schools, with Birch remaining open during construction. The main entrance aliens with Walter <br />Road and Lorain Road, with a two-story academic wing for grades two through five facing <br />Lorain and a one-story section for PK -2 on the Birch side. Lewis Land submitted a traffic study <br />to the City Engineer and is expecting final revisions soon. Specifics about the layout of the <br />building site were identified as well as drop off locations. parking lots, and playground areas. <br />Mr. Weiss stated that revisions to the traffic study are underway, with two rounds completed and <br />an agreement reached with the city engineer. The final revision addresses interior traffic, with <br />gates connected to the city's emergency preemptive system. The GPS -based system, already in <br />emergency vehicles. opens gates for efficient entry. The schools design included a U -drive for <br />drop-offs, accommodating up to 178 cars at once to prevent queuing on Lorain Road. Two storm <br />water management systems are in place, meeting city codes. <br />Phase II was presented for informational purposes only. Mr. Abbas explained the design drew <br />inspiration form the city library. influencing the architectural style with columns and masonry <br />brick at the main entrances. The 6-12 middle and high school reflect this inspiration. and various <br />site amenities, including benches. outdoor learning, concrete seating, tables, chairs and <br />ornamental fencing for playgrounds, have been incorporated in the design. Details of the <br />renderings were explained to the board. <br />Mr. Upton reported on the school districts multi -phase approval process. Phase I focused on <br />approving the parcel layout. parking, building outline. and traffic study without widening Lorain <br />Rod. Phase II covered the building's look and materials, while Phase III included lighting. <br />landscaping, buffering, and fencing details. The approval sought during the meeting was for <br />Phase I. allowing the district to proceed with bidding for the project. targeting completion by the <br />2026-2027 school year. <br />Mr. Filarski addressed drainage concerns, assuring residents that the system would remain on- <br />site with a dry basin along Coe. Additionally, there are three underground storage areas working <br />in conjunction with a wet basin for storm water management. Traffic impact studies were <br />reviewed, and measures like a dedicated drop lane that will be delineated from Lorain Road <br />eastbound were discussed to ensure smooth traffic flow.
