COMMERCIAL APPEALS AND REQUESTS <br />23-25377; Horizon Education Center; 4001 David Drive <br />Representative: Laura Higgins Woyma; from Brilliant Sign <br />Mr. Upton's report outlines two variance requests: the first was a 78-sqare-foot sign variance for <br />a bus shelter graphic. and the second was for a fence sign. which is not permitted by the code. <br />Ms. Woyma explained the variance request involves two aspects: Firstly, seeking additional <br />square footage for vinyl applied to the bus station service structure due to confusion regarding <br />the school's location. particularly in relation to a neighboring daycare. Secondly. the request <br />includes a fence sign. which was recently discovered to be prohibited by the city. but the <br />applicant is willin- to comply with city regulations. The aim is to enhance the school's <br />identification without impacting traffic and to mitigate confusion for parents dropping off <br />children. <br />Mr. Upton regarded the bus shelter signage. it was noted as unique. being the first signage <br />application specifically for bus shelters. The Lorain Road Master Plan. aimed at enhancin'! <br />transit waiting environments. was cited as supporting this variance request. Mr. Papotto inquired <br />about the city's stance on the fence sign. to which Mr. Upton replied that the city was standinh! <br />behind the code that did not permit that type of sign. <br />Mr. Kovach moved to approve 2131-25377: Horizon Education Center: 4001 David Drive. the bus <br />shelter sign. seconded by Ms. Patton. <br />Motion Passed: 4-0 <br />Mr. Kovach moved to approve 23-25377: Horizon Education Center: 4001 David Drive. the <br />fence sign; seconded by Ms. Patton. <br />Motion Denied: 4-0 <br />23-255380; Halleen Kia; 27932 Lorain Road <br />Representative: Joel Copley of Janotta and Herner, Eric Halleen of Halleen Kia. Catherine LaRosa <br />on East Park, Jim Pacsuta on Dexvey Road. and Bill Jordan on Dewey Road <br />Mr. Upton explained the variance request entailed a one -foot seven-inch deviation from the rear <br />building setback requirement along the northeast side of the property. <br />Mr. Halleen explained that the decision to build a new structure for the showroom and service <br />department stemmed from Kia's rebranding effort and requirement for franchise upgrades. The <br />aim is to modernize the facility, expand services. and better serve customers given the older <br />building's limitations. <br />
