Sign Plan is to require, to the extent practical, the owner or developer of such commercial <br />facilities to maintain consistency among the various units or tenants as to the height, <br />width, size, square footage, location, illumination and type of fixture for every sign <br />planned for a development and to thereby specifically plan for the equal allocation of area <br />requirements among existing, planned and future units or tenants in accordance with the <br />Sign code and all other zoning restrictions. <br />(b) As used in this section and for all other review procedures including but not limited to <br />Chapters 1123, 1126 and 1163, the following definitions shall apply: <br />(1) "Master Sign Plan" shall mean a site plan or other rendering, subject to the same <br />standards and requirements as other building and sign plans submitted to and <br />reviewed by the Building Commissioner pursuant to Chapters 1126 and 1163, <br />which identifies and describes (without regard to content) each and every sign <br />planned for a development in terms of its height, width, size, square footage, <br />location, illumination and type of fixture. The Master Sign Plan may be <br />incorporated into other site plans, elevations or renderings submitted pursuant to <br />Section 1126.02 or Chapter 1163, so long as the Building Department can clearly <br />identify every sign planned for a development and determine its compliance. <br />(2) "Every sign planned for a development" shall mean every sign existing or <br />proposed to be installed immediately on any parcel of land proposed for <br />development, including parcels adjoined by common ownership or parking area, <br />and shall also include all signs that may be proposed in the future for phased or <br />multiple tenant facilities. <br />(c) No Master Sign Plan shall be approved unless every sign planned for a development <br />complies with the requirements imposed by Chapter 1163, as well as any other applicable <br />zoning restrictions, with the exception of the owners right to maintain pre- existing and <br />nonconforming signs, and with the exception of any sign variances previously granted by <br />the Board of Zoning Appeals. In cases where a Master Sign Plan is required, no <br />commercial building permits shall be issued pursuant to Chapter 1126, except as <br />otherwise provided by Section 1163.06 (e), until a Master Sign Plan has been approved in <br />conjunction therewith or, upon Council's disapproval of the Master Sign Plan, a variance <br />has been granted by the Board of Zoning Appeals. <br />(d) Following the adoption of a Master Sign Plan, every sign permit issued for the site <br />pursuant to Chapter 1163 must conform therewith, unless the approved Master Sign Plan <br />is thereafter modified or amended and, if applicable, a variance is granted by the Board of <br />Zoning Appeals. No modification or amendment of a Master Sign Plan shall be granted <br />by Council until the request has been reviewed by the "- -ehiteetH RI BOaFd of D ' <br />and the Planning and Design Commission. Before granting a variance for any sign <br />subject to a Master Sign Plan, the Board of Zoning Appeals shall take into consideration <br />the existing Master Sign Plan, whether or not amendments thereto have been approved or <br />denied by Council, and whether or not the applicant's proposal deviates from the <br />landowner's Master Sign Plan. <br />1126.05 SUBMITTAL OF FINAL DEVELOPMENT PLAN. <br />(a) After the preparation of preliminary plans pursuant to Sections 1126.01 through 1126.04, <br />sixteen (16) complete sets of the final development plans shall be submitted to the <br />
