5. PROPOSAL FORMAT <br />All proposals shall contain the following: <br />A. Cover letter <br />• The letter shall review the highlights of the proposal and stating the name, <br />address, and telephone number of the proposing firm. <br />• The letter must be signed by the person having the authority to make the proposal <br />for the firm. <br />B. Qualifications. <br />• Firm profile <br />• Similar and representative projects <br />• References <br />• Key personnel assigned <br />C. Scope of Service. <br />• Project approach - The selected consultant will work cooperatively with the City <br />staff throughout the planning process. Proposals should include a brief statement <br />describing your approach to collaborating and communicating with the City. <br />• Work elements - Proposals should include brief descriptions of the work elements <br />by phase as identified in Section 6. <br />6. SCOPE OF SERVICES <br />A. Existing Conditions Analysis <br />The Recreation Plan should address the following City parks and facilities: <br />• Recreation Center <br />• North Olmsted Park <br />• Clague Park <br />• Barton/Bradley Fields <br />It is expected that the majority of the emphasis for this project will be placed on the <br />Recreation Center (75 %), with less emphasis on the remaining three major park areas <br />(25 %). <br />Minimum Required Work Elements <br />1. Inventory of existing facilities. The Consultant shall study existing conditions of <br />park and recreation facilities. <br />2. Research and analysis. The Consultant shall review existing plans and other <br />documentation relevant to the creation of the Recreation Plan. <br />3. Community input. The Consultant shall propose methods for incorporating public <br />input into the planning process to ensure the Recreation Plan represents the <br />preferences of residents and other users. <br />
