Passed 5-21-91.) <br />1136.02 SCOPE OF AREAS. <br />Any developer may submit plans in accordance with the provisions of this chapter and other <br />applicable parts of this Zorung Code. In addition, the Planning Commission may request developers to <br />prepare and submit such plans whenever it determines that such planning is essential to assure improved an <br />unified design within the development area and coordination with the sunounding areas. <br />(Ord. 90-125. Passed 5-21-91.) <br />1136.03 DEFINITIONS. <br />(a) _ "Cluster area" means a planned residential development area in which dwelling units are <br />designed in groups and clusters as a coordinated architectural and site entity. <br />(b) "Common land" means land in a residential cluster development area not occupied by <br />dwellings which is intended for use and enjoyment by the occupants of dwellings in the development area. <br />(c) "Development area" means the minimum area of land to be developed by a single owner ol <br />group of owners in accordance with the provisions of this Zoning Code. <br />(d) "Home Owners Association" means an incorporated, nonprofit organization operating unde <br />recorded land agreements through which each property owner in a development area is a member, and whE <br />
