(58) "Off-street parking" means an open or enclosed area, other than a street, used for the parking of motor vehicles accessory to a main building or use. (59) "Open space" means land that is either undeveloped or is improved with various recreation facilities. (60) "Performance bond" means a bond posted by a developer, contractor or subcontractor that contains the guarantee of a surety that a specific project will be completed and meet any standards or specifications that have been agreed upon. (61) "Performance standards" means criteria that are set to ensure that a particular structure, operational activity, type of land use or development will be able to meet certain minimum standards so that its impact upon the community will not exceed established limits. (62) "Person" means a person or persons, firm or corporation. (63) "Public utility" means any person, firm, corporation, governmental agency or board fully authorized to furnish and furnishing under governmental regulation, to the public, electricity, gas, steam, telephone, telegraph, transportation or water, or any other similar public utilities. (64) "Recreation (active)" means recreational activities that require physical participation. Sports (such as baseball, tennis and gol fl are typical of active recreation. (65) "Recreation (passive)" means pleasurable activities that involve relative inactivity, such as sitting, strolling, card playing and picnics. (66) "Regulation" means a rule, restriction or other mandatory provision in this Code intended to control, require or prohibit an act. (67) "Review Board" means the Architectural Review Board. (68) "Roadside stand" means a movable structure used or intended to be used solely by the owner or the tenant of property on which it is located for the sale of seasonal agricultural products produced on the premises which shall be removed at the conclusion of the seasonal sales. (69) "Secretary" means the duly acting secretary of the Planning Commission, Board of Zoning Appeals and Architectural Review Board. (70) "Setback" means the required distance between the front of a structure and the front lot line or the required distance between the structure and each of the surrounding lot lines. (71) "Setback (front)" means the minimum distance from the street line or front property line to the building line measured along a line perpendicular to the street line or front property line, or in the case of an are street, measured perpendicular to the chord of the arc describing the front property line at its midpoint and measured from the chord line or from the radius of the arc itself, whichever is greater. In the event one or more lots, or parcels of land, which are adjoining, are used for the same use, or accessory uses, the setback line shall extend and be the same for all lots or parcels so used. (72) "Shopping center (community)" means a shopping center ranging in size from 100,000 to 400,000 square feet of building floor area, having a junior department store as the leading tenant. (73) "Shopping Center (neighborhood)" means a shopping center ranging in size from 20,000 to 100,000 square feet of building floor area, having a supermarket-type food store or super drug store as the leading tenant. (74) "Shopping Center (regional)" means a shopping center over 400,000 square feet in building floor area having a major department store or stores as the leading tenant. (75) "Stable" means any building, structure or portion thereof which is used for the shelter or care of horses, cattle or other similar animals, either permanently or transiently.
