Section 6. The City shall insure that all documents piaced in an employee's afficiaf personnel <br />file shall be first initialed and dated by the employee concerned, or if he refuses, than by his <br />steward or other Union Officer. The initiafing of any materials to be placed into any employee's <br />officia( personnel record will not indicate an agreement by the employee, the Steward, or other <br />Union Officer as to the contents of the material, but does acknowledge the employee has seen <br />it. <br />ARTICLE 7 GRIEVANCE PROCEDURE <br />Section 1. It is mutually understood that fihe prompt presentation, adjustmenf and answering of <br />grievances is desirable in the interest of sound relations between the employee and the City. <br />The prompt and fair disposition of grievances involves important and equal obligations and <br />responsibilities, both joint and independent, on the part of the representatives of each party to <br />protect and preserve the Grievance Procedure as an orderly means of resolving grievances. <br />Actions by the City or the Union which tend to impair or weaken the Grievance Procedure are <br />improper. <br />Section 2. A grievance is a dispute or difference between the City and the Union, or between <br />the City and an employee, concerning the interpretation or application and/or compliance with <br />the terms of this Agreement and shall include disputes concerning disciplinary actions. When <br />any such grievances arise, the following procedure shall be observed: <br />All grievances shall be wrifiten and fi(ed on an Officiaf Grievance Form. The Officia! <br />Grievance Form shall be provided to the employee by the Union and shall contain the <br />following information at the time the grievance is filed, in substantial conformity therewith: <br />• The date the grisvance occurred; <br />• The a.pproximate time the grievance occurred; <br />• Provide detailed description of the incidenfi giving rise to fhe grievance; <br />• Cite specific Arfiicles and Sections of the Agreement involved and their direct <br />relationship to the incident; <br />• Re(ief requested; <br />?Name and signature of the emplayee and the date signed by the employee; <br />• Name and signatiare of the Steward and the date signed by the Steward. <br />Step 1: An employee who has a grievance shall reduce it to writing and the grievance shaH be <br />5
