ARTICLE 19 - PROMOTIONS, BIDDING, TRANSFERS AND JOB TRAINING <br />Section 1. When a vacancy occurs within a job classification covered by the terms of this Agreement, or a <br />new job is created within the meaning of Article 24 of this Agreement, the City shall post a notice of the <br />opening for seven (7) consecutive calendar days on bulletin boards within each department. The notice <br />shall contain the job classification, title, rate of pay, department and a brief job description. Any employee <br />may apply for any such opening posted by filing a written application on forms provided by the City, with <br />the Service Director on or before the last day of the posting period. Any application not timely filed need <br />not be given consideration. <br />Sectian 2. The City shall accept timely applications from all members of the bargaining unit. <br />Applications shall be considered and jobs awarded to app(icants, however, only in accordance with <br />the following order of consideration: <br />First. The City must first consider applicants holding positions that are within the same Family <br />of Jobs as the position posted, and who are either in the next lower classification, are lateral <br />transfers, ar are downward transfers. If no such applicant meets the job qualifications set forth below, <br />then the City may next move to the next level of consideration; <br />Second. The City must next consider applicants holding positions that are within the same <br />Family of Jobs as the positian posted, and who are in the second next lower classification. If no such <br />applicant meets the job qualifications set forth below, then the City may next move to the next level of <br />consideration; <br />Third The City must next consider applicants holding positions that are within the same <br />Family of Jobs as the position posted, and who are in the third next lower classification. If no such <br />applicant meets the job qualifications set forth below, then the City may move to the next level of <br />consideration; <br />Fourth. The City must next consider applicants holding positions that are within the same <br />Family af Jobs as the position posted, and who are in any other next lower classifications other than <br />next, second or third. If no such applicant meets the job qualifications set forth below, then the City <br />may next move to the next level of consideration; <br />20
