I Fifth. The City must next consider applications from bargaining unit members who ho(d posifions fihat are outside the Family af Jobs of the position posted. If no such appficant mests fhe job qualifications set forth below, then the City may next move to the next level of consideration; and finally _ Sixth. The City may consider applicants from outside the bargaining unit: The job shall be awarded within five (5) working days to the most senior applicant within the appropriate fevel of consideratian above, who has the experience, skill and abifity to competently pertorm the work in question. If two (2) or more applicants in a consideration category have subs#antially equal skill, ability and experience, then seniority shall govern. If no empfoyee wha applies has the necessary skill, ability and experisnce, the Cify sha(I have the authority to hire outside the bargaining unit. Section 3. The Fami(y of Jobs for purposes of awarding jobs under Section 2 abave is as follows: A. Generai Service Familv of Jobs. Laborer "D" promotes to Laborer "C." Laborer "C" promotes to Laborer "B," Building Maintenance, or Service Mechanic Helper. Laborer "B" promotes to Laborer "A" and Senior Building Mainfienance. Building Maintenance promotes to Senior Building Maintenance or ta Laborer "A." Service Mechanic Helper promotes to either Service Mechanic. Service Mechanic promotes to Lead Mechanic. B. Wastewater Family of Jobs. Wastewater Laborer promotes fo Lift Station Attendant, Equipment Operator, Operator (Plant), Unticensed Operator, or Licensed Operator I. Lift Station Aftendant promotes to Equipment Operator or Operator (Plant). Equipment Operator promotes to Maintenance Technician, Unlicensed Operator promotes to Licensed Operator I or Licensed Sfudge Solids Handler I. Licensed 4perator I promotes to Licensed Operator II or to Licensed Sludge Solids Handier II. Licensed Operator II promotes to Licensed Operator III or to Licensed Sludge Solids Handler III. Licensed Operator III promotes to Licensed Sludge Sotids Handler III. Licensed Sludge Solids Handfer I promotes to Licensed Sludge Solids Handler II. In order to facilitate promotions within the bargaining unit, the City shall implement a job fraining program for ail bargaining unit employees. Upon application in wrifing by an emp4oyee, the City shall guarantee, on the date determined by the City within its management discretion, one eight (8) hour workday of on-the-job training (OJT) per month in a job classificafion immediately above his own. The eligible on-the-job training (OJT) can be taken in blocks of time of up to three (3) days, but time taken cannot exceed the total allowable time in a one (1) year period. 21
