prescription drug and related fees including but not limited to administration fees <br />SECTION 5: The Employer reserves the right to establish all plans, enroliment periods <br />and regulations. <br />SECTION 6: The Employer shall make an earnest effort to establish a committee <br />consisting of one (1) representative from each of the City bargaining units, if they <br />c.hoose to be represented and a minimum of one (1) representative of the Employer. <br />1'he bargaining unit's role as a participant in the aforementioned committee shall be <br />advisory only. <br />SECTION 7: A(I changes affecting the plan coverage's co-payments, deductibles, <br />providers enrollment periods and regulations will be shared with the bargaining unit <br />prior to making such changes. <br />SECTIQN 8: It is further agreed that if any bargaining unit employed by the City of <br />North Olmsted, in negotiations held subsequent to this Agreement and for the same <br />time period covered under this Agreement, negotiates to conclusion a lower percentage <br />of employee contribution to the Health Insurance Plan, that lower percentage shall <br />apply to the unit covered under this Agreement. Said lower percentage shall <br />commence under this Agreement at the time that it is agreed upon by another unit, and <br />shall continue for the remaining years covered under this Agreement. <br />SECTION 9: In 2004 at the conclusion of the bargaining units' current collective <br />bargaining cycle, or sooner if all City bargaining units agree, an employee <br />committee shall be formed and shall meet for the purpose of creating a new or <br />revised health care plan or plans for City empioyees. The committee shall consist <br />of 14 employees who must be participants in one of the City's current health care <br />plans and who have been selected from the following employee groups: 1 from <br />Corrections, 1 from Dispatch, 2 from Clericaf/Technical, 2 from Service, 2 from <br />Fire, 2 from Police, 2 from NOMBL, and 2 from non-bargaining unit employees. <br />The employer shall provide two advisors or faci(itators to assist the employee <br />committee regarding health care issues. <br />The committee shall be required to review the City's current health care <br />plans, including its plans for medical, denta( and vision benefits, and adopt new or <br />revised plan or plans that are competitive in the health care market and that will <br />achieve the goals of promoting cost containment within the plan and minimizing <br />premium contributions by employees. <br />In fulfilling its mission, the committee shall consider ofFice co-pays, <br />prescription drug rates, deductibles, maximum out-of-pockets, wellness programs <br />and such other plan attributes and other related matters that will achieve the goals <br />set forth above. <br />Within six (6) months following its first meeting, the committee shall vote <br />upon proposed new or revised health care plan or plans that meet the goals set <br />forth above.
