12.8 The employer will secure a commercial insurance policy whereby any bargaining <br />unit member killed in the line of duty shall receive to his spouse or estate, a payment of $50,000. <br />Such payment will be made in accordance with the terms of the commercial plan. <br />12.9 The city shall make a reasonable effort within six (6) months of this agreement to <br />cause to be implemented the current Health Care Plan as a qualified Plan under Section 125 of the <br />Internal Revenue Code. <br />12.10. In 2004 at the conclusion of the bargaining units' current collective bargaining <br />cycle, or sooner if all City bargaining units agree, an employee committee shall be forrned and <br />shall meet for the purpose of creating a new or revised health care plan or plans for City <br />employees. The committee shall consist of 14 employees who must be participants in one of the <br />City's current health care plans and who ha.ve been selected from the following employee groups: <br />1 from Corrections, 1 from Dispatch, 2 from ClericaUTechnical, 2 from Service, 2 from Fire, 2 <br />from Police, 2 from NOMBL, and Z from non-bargaining unit employees. The employer shall <br />provide two advisors or facilitators to assist the employee committee regarding health care issues. <br />The committee shall be required to review the City's current health care plans, including <br />its plans for medical, dental and vision benefits, and adopt new or revised plan or plans that are <br />competitive in the health care market and that will achieve the goals of promoting cost <br />containment within the plan and rninimizing premium contributions by employees. <br />In fulfilling its mission, the committee shall consider office co-pays, prescription drug <br />rates, deductibles, maximum out-of-pockets, weliness programs and such other plan attributes and <br />other rela.ted matters that will achieve the goals set forth above. <br />Within six (6) months following its first meeting, the committee shall vote upon proposed <br />new or revised health care plan or plans that meet the goals set forth above.
