?. <br />Veto - Page 2 <br />It is interesting to note tha.t Mr. Soloman will probably transcribe more Board of Control <br />meeting minutes in addition to his other duties at a salary of $31,387 than the Clerk of <br />Council will transcribe Council meeting minutes - her salary is on the order of $39,395. <br />My current secretary worked as a part time employee in the Clerk of Commissions' office <br />from Sept. 7, 1999 through Oct. 15, 2040. He became full time on Oct. 16, 2000 as the <br />Assistant Clerk of Commissions at a rate of $9.99/hour. Including length of service <br />increase he received an increase to $10.82 per hour effective Jan. l, 2001. On Jan. 1, <br />2002, he received a cost of living increase to 12.08 per hour or $25,126 per year. <br />Ordinance No. 2001-02 removed any connections to the bargaining Secretary I and <br />Secretary II salary ranges. The range for a Secretary I was set at a minimum of $27,889 <br />with no service time with the city to $35,846 maximum for 2002. Section 4 of Ord. No. <br />2001-02 is clear that the salary for the position of a Sec. I or a Sec. II shall be set by the <br />Mayor, Director and/or Division Leader as long as it is in the range as established by the <br />legislature. <br />One can deba.te tha.t the monies paid for an employee is for the position, not the <br />employee. The position pay is established by the legislative body and the individual for <br />a position is selected by the administration. As to the type, quantity and quality of work <br />performance of an employee, the employee's supervisor is the judge. <br />On Jan. 7, 2002, I decided to hire Mr. Shaun Soloman in the pasition of a Sec. 1 <br />secretary in the Mayor's office and placed him in roughly the middle of the range at <br />$31,387. This salary for Mr. Soloman was clearly set forth within the range indicated in <br />Ordinance No. 2001-02 and in Ord. No 2002-59 (passed by Council on May 21, 2002 and <br />approved by the Mayor on May 22, 2002. The salary of $31,3$7 was clearly set foMh in <br />the line item presentation to Council in 2002 and no objection hy any Council member <br />was made at that time. <br />I am confident that Mr. Soloman more than fulfills the requirements of a Secretarial <br />position. He has roughly 1 year and 11 months of full time earperience working within <br />the administration. His computer knowledge, work ethic, ability to quickly learn and <br />adapt to multiple tasks and displayed preservation of the confidentially of the position <br />justifies the contracted salary figure of $31,387 approved by Council. <br />I am enraged that Council would even consider breaking a contract with an employee on <br />a sole basis, let alone taking action to do so eight months into the year as with Mr. <br />Soloman. Note tha.t Council didn't reduce the salary, not even by a single penny, of any <br />other non-bargaining employee being paid out of general fund moneys. If Council <br />
