No. 2002-117 to remove <br />$5,100 for the year 2002 from the Mayor's secretary line item, seconded <br />by Councilman Gareau Jr. and passed by Council <br />Whether on a national, state or local level, the executive branch must be afforded and is <br />entitled to the staffing and resources that it reasonably requires to accomplish its duties <br />and obligations. Otherwise, it is placed in an untenable, "no win" situation (i.e., unable <br />to cany-out its mandates because of restrictions imposed by the legislative branch only to <br />be blamed and/or criticized later by the legislative branch for its failure). Further, <br />because of the sensitive nature of the matters involved, the position of the mayor's <br />secretary always has been and must continue to be, recognized as unlike any "secretarial <br />and or clerical" position in the City's government. <br />Historically, except for possibly V. Petrigac, the Ma.yor, CEO of the City ofNorth <br />Olmsted, currently a City of 34,113 (per 2000 census) residents with over 300 full time <br />employees, had a full time Secretary and an Administra.tive Assistant to help the Mayor <br />carry out the administrative duties of the Mayor's office for the City of North Olmsted. <br />The talents of an individual Administrative Assistant dictates his or her importance of <br />duties when working with the Mayor. I have elected to work with my Administrative <br />Assistant for example: as my extension in solving problems; resolving issues brought to <br />our attention by residents; responding to resident questions and concerns; representing <br />the Mayor's office on any number of issues relative to constructing the city's new library, <br />securing and providing me with information when requested and often prior to a request; <br />and unilaterally making decisions within the boundaries of our inherent working <br />relationship. <br />Although Council controls the purse strings, Council doesn't control my administrative <br />decisions, nor should they. I have chosen to give my Administrative Assistant maximum <br />authority to help me to perform my job as the Mayor. My administrative decision also <br />includes, based on observation of Mr. Soloman's work performance in the Clerk of <br />Commission's office, to add him to my staff as a secretary providing secretarial services <br />to assist both my Administrative Assistant and myself to be able to effectively and <br />efficiently operate the Mayor's office. His work ethic fits in well with that of my <br />Administrative Assistant and myself. Inherent to his position m the office of the Mayor, <br />the CEO of the City of North Olmsted, I have designated him to be a Sec. 1. <br />??'d "Together We Can Make A Difference!" °?-
