r'_ S?? n; .- , . <br />??? <br />w <br />SECTION VI - PROJECT DEVELOPMENT S'raTYtS <br />Throughout all phases of the PROJECT, the L,PA shall periodically submit infornlazioii updates to <br />the ODOT District LPA Representative detailing progress achieved and/or changes made relative <br />to the PROJECT scope, timing, costs and funding commitments. <br />SECTION VII - ENVIRONMENTAL ASSESSMENT and CLEA,RA,NCE DOCUMENTS <br />The LPA shall be respc»nsible for conducting an,y required public involvement events, and the <br />preparation of all recluired documents, reports and other supporting materials needed for addressing <br />applicable environmental assessment and clearance responsibilities far the PROJECT pursuant to <br />the National Enviranmental Policy Act and related reguIations, including the requinements of the <br />National Historic Preservation Act. All such documents shall be prepared by fully qualified <br />professionals in a thorough and expert manner and in accordance with ODOT's Transportarion <br />I)evelopment Process. ODOT shall be responsible for the review of all such documcnts and reports, <br />and eomplete alI needed coordination activities with State regulatory agencies toward securing <br />envirornnentaI clearance. in coord.inatian with the District LPA Representative, the Bistrict <br />Environmental Coordinator will serve as the primary point of contact for submittal of all <br />environmental clearance docurrccntation. <br />The LPA shail be responsible for assuring compliance with aIl earnmitments made as part of the <br />PROJECT's environmental clearance and/or permit requirements. <br />SECTION VIII - PERMITS K d CERTIFI _a7'T NS <br />Tha LPA shall bc responsihle for obtaining all permits necessary for the PROJECT, including any <br />local govenunent construction permits. <br />For unprovements baving invalvemeat with water, waterways and/or wetlands, the LPA shall be <br />responsible for obtaining any applicabte permits and/or certificaxions; for example: a Section 404 <br />Water Quality Certificadon from the U.S. Army Corps of Engincers; a Section 401 Dredge and Fill <br />Pennit from the OhiQ Environmental Protection Agency, a Section 10 Rivers and Harbors Act <br />Pemut from the U.S. Army Corps ofEngineers; a Section 9 Rivers and Harbors Act Permit from the <br />U.S. Coast Guard; or an NPDES Stormwater Dischazge Permit 9 for the constnzction site from the <br />Ohio Environmental Protection Agency, <br />SECTYON TX - RIGHT OF WAY <br />Right of way acquisitian and relocation assistance activities shall bo performed in accordance with <br />the requirements ofboth the Uniform Relocation Assistance and Real Property Acquisition Act of <br />1970 (Public Law 91-646) as amended by 49 C.F.R.
