professional engineering firms that are qualified to fulfill the responsibilities of a City Engineer <br />and related staff. <br />2.2. General Responsibilities <br />The selected firm shall designate an individual to serve as City Engineer, who shall be registered <br />as a professional engineer in the State of Ohio. The City Engineer shall lead and manage the <br />City's Division of Engineering, which is under the supervision of the Director of Public Service. <br />The City Engineer shall provide the City with engineering services during working hours on site <br />or off site, as necessary. The City Engineer shall perform duties consistent with the <br />responsibilities of the position as may be required by the City's Charter, Codified Ordinances or <br />as directed by the Mayor. The City Engineer shall give advice to City Council, the Mayor, the <br />Director of Public Service, boards and commissions, and other administrative officials on issues <br />related to engineering, infrastructure, utilities, zoning, and development and redevelopment of <br />property in the City. <br />The successfu] firm's responsibilities may include, but not be limited to: <br />• Assist in preparation of annual Division of Engineering budget <br />• Prepare funding and grant applications for infrastructure projects such as Issue 1, Ohio Public <br />Works, etc. <br />• Prepare construction documents and bid specifications for public construction projects <br />• Administer construction contracts for infrastructure projects <br />• Provide engineering inspection services <br />• Provide engineering review and recommendations on all commercial development proposals, <br />residential subdivisions, lot splits, consolidations and other land use proposals to applicants, <br />boards and commissions, City administration and City Council <br />• Provide technical review of construction documents and prepare anyxequired engineering <br />permits <br />• Oversee the City's closed loop traffic control computer system and coordinate the activities <br />of the traffic signal supervisor or outside traffic signal repair contractors <br />• Coordinate public utility repair requests and prepare permits for utility projects <br />• Prepare required EPA reporting documentation <br />2.3. Length of Contract <br />The contract shall be for a period of two (2) years. <br />3 SUBMITTAL REQUIREMENTS & EVALUATION <br />3.1. Submittal Requirements <br />Interested firms are encouraged to submit qualifications that are as comprehensive and complete <br />as possible so as to ensure a proper evaluation of the firm's capabilities. The Statement of <br />Qualifications shall contain the following response items arranged in order, tabbed and with a <br />table of contents. In order to ensure a uniform review process and to obtain the maximum degree <br />of comparability, it is required that the submittal be organized in the manner specified.
