professional engineering firms that are qualified to fulfill the responsibilities of a City Engineer and related staff. 2.2. General Responsibilities The selected firm shall designate an individual to serve as City Engineer, who shall be registered as a professional engineer in the State of Ohio. The City Engineer shall lead and manage the City's Division of Engineering, which is under the supervision of the Director of Public Service. The City Engineer shall provide the City with engineering services during working hours on site or off site, as necessary. The City Engineer shall perform duties consistent with the responsibilities of the position as may be required by the City's Charter, Codified Ordinances or as directed by the Mayor. The City Engineer shall give advice to City Council, the Mayor, the Director of Public Service, boards and commissions, and other administrative officials on issues related to engineering, infrastructure, utilities, zoning, and development and redevelopment of property in the City. The successfu] firm's responsibilities may include, but not be limited to: • Assist in preparation of annual Division of Engineering budget • Prepare funding and grant applications for infrastructure projects such as Issue 1, Ohio Public Works, etc. • Prepare construction documents and bid specifications for public construction projects • Administer construction contracts for infrastructure projects • Provide engineering inspection services • Provide engineering review and recommendations on all commercial development proposals, residential subdivisions, lot splits, consolidations and other land use proposals to applicants, boards and commissions, City administration and City Council • Provide technical review of construction documents and prepare anyxequired engineering permits • Oversee the City's closed loop traffic control computer system and coordinate the activities of the traffic signal supervisor or outside traffic signal repair contractors • Coordinate public utility repair requests and prepare permits for utility projects • Prepare required EPA reporting documentation 2.3. Length of Contract The contract shall be for a period of two (2) years. 3 SUBMITTAL REQUIREMENTS & EVALUATION 3.1. Submittal Requirements Interested firms are encouraged to submit qualifications that are as comprehensive and complete as possible so as to ensure a proper evaluation of the firm's capabilities. The Statement of Qualifications shall contain the following response items arranged in order, tabbed and with a table of contents. In order to ensure a uniform review process and to obtain the maximum degree of comparability, it is required that the submittal be organized in the manner specified.
